The Ministry of Road Transport and Highways issued S.O. 4831(E) dated 6th November 2023, under sub-section (3) of Section 58 and sub-section 3(a) of Section 110 of the Motor Vehicles Act, 1988, according twelve months' approval, from the date of issue, for transportation by road of two Coke Chamber units at maximum safe laden weight and dimensions exceeding standard limits: one route from Vijay Tanks and Vessels Private Limited (VTVL), Kandla to Kandla Port, Gujarat, and another from Simariya Ghat Jetty, Barauni to IOCL Barauni Refinery, Bihar, transported by M/s PRISM Logistics Private Limited using specified fleets of Volvo/Scania prime movers and Goldhofer/KAMAG/TII modular hydraulic trailers (gross vehicle weights of the coke chamber consignments up to 646 metric tonnes and overall dimensions of approximately 36.756m (L) x 9.0m (W) x 9.266m (H)). The approval is subject to conditions including compliance with load restrictions and prior permissions from the Public Works Department, National Highway Authority of India and state/UT authorities; ten days' advance intimation before commencement of transit; a maximum speed of 5 km/hr; mandatory hazard flags, lighting and pilot/escort vehicles; zebra-striped trailer markings; the transporter's liability for any road, bridge or third-party damage and for removal/redevelopment of obstructing objects such as hoardings; and confirmation that road tax, fitness certificates, insurance (including third-party) and National Permits are current for all vehicles, which remain registered in Andhra Pradesh, Haryana, Gujarat, Karnataka, Maharashtra, Nagaland and Daman and Diu. The above relaxation is subject to the conditions that: - i. The specific route for transportation of the these over dimensional consignments will be from VTVL Kandla to Kandla Port, Gujarat and Simariya Ghat Jetty, Barauni to IOCL Barauni Refinery, Bihar by road through - - Vijay Tanks Vessels (P) Ltd. (VTVL) - Kandla - Kandla Port (16 Kms) and Simariay Ghat Jetty – IOCL Barauni Refinery (15 Kms). ii. Load restrictions on various roads and bridges stipulated by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and clo sely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of In dia may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory Government shall be borne by the M/s PRISM logistics Private Limited . v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of Sta te or Union Territory Authorities/National Highway Authority of India en -route, in view of the oversized cargo. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Uni on Territory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers /drains. vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/pers ons directly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The v ehicles should display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trai lers shall be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be uti lized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Andhra Pradesh, Haryana, Gujarat, Karnataka, Maharashtra, Nagaland and union territory of Daman and Diu. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out sourced from other registered owners, the transporter shall bear responsibility for the same. xvi.
