Assistant Sub-Inspector (Telecommunication) (Serial No. 3) has 1153*(2025) non-selection posts at Level-5 (Rs. 29200-92300), filled by promotion from Head Constable (Telecommunication) at Level-4 (Rs. 25500-81100) with five years service. Head Constable (Telecommunication) (Serial No. 4) has 2438*(2025) non-selection posts at Level-4 (Rs. 25500-81100), requiring 10th pass with relevant diploma/degree and specific physical/medical/professional qualifications, filled by promotion from Constable (Telecommunication) at Level-3 (Rs. 21700-69100) with five years service. Departmental Promotion and Confirmation Committees are specified for Group 'B' and 'C' posts. Short title and commencement.-(1) These rules may be called the Indo-Tibetan Border Police Force, Telecommunication Cadre, Subedar Major (Telecommunication), Group 'B' Post, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical fitness. - Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-1, as specified in Health Care System in Para Military Forces, shall be eligible for promotion and appointment under the provisions of these rules. 6. Superannuation. - (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as per prescribed by the Central Government from time to time: Provided that a person whose date of birth is on the first day of a month, shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation as specified in sub-rule (1). 7. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. -Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Indo-Tibetan Border Police Force, Telecommunication Cadre (Group 'B' and 'C' posts) Recruitment Rules, 2010, - (a) for rule 3, the following rule shall be substituted, namely: - "3. Number of posts, classification and level in pay matrix.- The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule."; (b) after rule 6, the following rule shall be substituted, namely: - "7. (B) The candidates shall not suffer from knock knees, flat foot, varicose vein or squint in the eyes and they shall possess high colour vision. They shall be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. (c) The candidates shall qualify the physical efficiency test and written test. Note 1.- Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 1.- Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2. The qualifications regarding experience are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them."; (v) in column (12), for the entries, the following entries shall be substituted; namely: - "From amongst Constable (Telecommunication) of the Indo-Tibetan Border Police Force in level- 3 in the pay matrix (Rs. 21700-69100) with five years regular service in the grade and who have successfully completed training in the following relevant area, as prescribed pre-promotional course or courses by the Department. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service."; (vi) in column (13), for the entries, the following entries shall be substituted, namely: - "Group 'C' Departmental Promotion Committee (for considering promotion) consisting of: - 1. Chest: Minimum chest for candidates falling in the categories of Dogras, Gorakhas, Garhwalis, Kumaonis, Marathas, and candidates belonging to the States of Assam, Arunachal Pradesh, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and the Union territories of Ladakh, Jammu and Kashmir will be eighty centimeters (minimum five centimeters expansion) for males. (B) For other States and Union territories- (I) Height: For males: 170 centimeters; and for female: 157 centimeters; (II) Chest: For males: Unexpanded: Eighty centimeters; Expanded: Minimum five centimeters; and for females: Not applicable; (III) Weight: For males and females: Proportionate to height and age as per medical standards. (ii) Medical standards: (A) Eye sight: The minimum distant vision shall be 6/6 and 6/9 of both eyes without correction i.e. without wearing of glasses. (B) The candidates shall not suffer from knock knees, flat foot, varicose vein or squint in the eyes and they shall possess high colour vision. They shall be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. (c) The candidates shall qualify the physical efficiency test and written test. (d) Profession qualifications: The candidates shall qualify the following professional course during the probation period subject to extension of probation period by one year, (i) Basic Training for Non-General Duty personnel; (ii) Radio Operator Grade III. Note 1.- Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2. The qualifications regarding experience are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, the competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.".
