The Ministry of Road Transport and Highways, through Notification S.O. 3619(E) dated 1st July, 2026, has levied user fees for the 4/6 lane Green field Ludhiana – Rupnagar Section of National Highway (NH) 205K in Punjab. This action is taken in exercise of powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The notification references an earlier Government of India notification S.O. No. 514 (E) dated 3rd February, 2021, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), which entrusted the entire NH 205K stretch (from Bheora village (Rupnagar) to Manewal village (Ludhiana), including a spur connecting Pippal Majra (Chamkaur Sahib), Morinda, Kurali, and Mamupur (Kharar)) to the National Highways Authority of India (the "Authority"). The fee is applicable for the section from Ch/Km. 66.440 to Km. 90.500 (main carriageway) and Ch/Km. 0.000 to Km. 19.200 (spur), with base rates per kilometer for the base year 2007-08 ranging from 0.65 Rupees for cars to 4.20 Rupees for oversized vehicles (seven or more axles), as detailed in Table 1. Fees are due at Fee Plazas located at Km 72.350, Km 77.160, Km 87.600, and the Spur Fee Plaza at Km 7.950, based on distance matrices. For structures exceeding 60m in length, an equalization factor of 10 is applied to convert their length into equivalent road length, for which additional fees are payable. The total length of such structures is 0.927 km. Passes are available for multiple journeys: one and a half times the one-way fee for two journeys (24-hour validity) and two-thirds of the fifty single journey fee for fifty journeys (one-month validity), provided the same entry and exit plazas are used for return trips. Overloaded vehicles must pay a fee as per Rule 10. Fee rates will be displayed per Rule 12 and revised annually by the Authority based on completed section length and Rule 5, with publication in English and vernacular newspapers. The estimated capital cost of the project is Rs. 1827.61 Cr, subject to variation due to pending activities like land acquisition and utility shifting, with the Authority maintaining records of capital cost recovery through user fees. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-labove, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 10. The estimated capital cost of the project is Rs. 1827.61 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
