NOTIFICATION
New Delhi, the 21st May, 2024
S.O. 2187(E).— In exercise with the power conferred by of sub-section (1) and (2) of section 38 of the
Prevention of Cruelty to Animal Act, 1960; the Central Government has decided to further amend the Prevention of
Cruelty to Animals (Transport of Animals on Foot) Rules, 2001 published by the Government of India, Ministry of
Social Justice and Empowerment in the Gazette of India, Extraordinary,Part II, Section 3, Sub-Section (ii) notified
S.O. 268 (E) dated 26thMarch, 2001 for comments by the common public within a period of thirty days before
publishing the final rules:
Any suggestions, objections modifications on the draft rules may be sent to the Joint Secretary (Animal
Welfare), Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying,
Room No. 245, Krishi Bhawan, Dr. Rajendra Prasad Road, New Delhi 110001.
Draft Rules
1. (1)These rules may be called the Prevention of Cruelty to Animals (Transport of Animals on Foot)
(Amendment) Rules, 2024;
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In Rule 2 of the Prevention of Cruelty to Animals (Transport of Animals on Foot) Rules, 2001 (herein
referred to as the said rules), in sub rule (a) after clause (xiv) following new definitions shall be inserted,
namely:-
(xv) Adult Camel: for the purposes of this chapter unless the context other requires, means the animal
covered under family Camelidae including Bactrian, Dromedary and Wild Bactrian, both male and
female including its progeny.
(xvi) Baby Camel: means camel below the age of two years.
3. Further, in the said rules, for Rule 2 after sub rule (c) the following shall be inserted namely
(d) "Jurisdictional Veterinary Officer": means veterinarian employed by the state government or
central government in the area who holds a degree from a recognized veterinary college and is registered
with the state Veterinary council or veterinary council of India.
4. In the said rules, in Rule 12 in sub rule (1), the following proviso shall be inserted, namely :-
"Provided in respect of Camel, the night marching shall be preferred during the period when the
temperature increased beyond the specified maximum temperature mentioned in sub rule (2) of this
Rule, to avoid heat shocks."
5. In the said rules, in Rule 12 after sub rule (3), the following sub-rule (4) shall be inserted, namely-
(4). In respect of Camel, the Owner or Transporter while transporting camel on foot shall ensure the
following:
(a) The camel shall be marched in slow pace to warming up and subsequently moved to faster
pace to avoid sprain and lameness.
(b) While walking, leg of camel doesn't land in pits which may cause fracture or lameness.
(c) While crossing the sand dunes, camel shall walk slowly.
