Vide Notification No. F.9-1/2010(PS/MISC)Pt. Vol.II dated 6th June 2024, the University Grants Commission, exercising powers under clauses (e) and (g) of sub-section (1) of Section 26 read with Section 14 of the University Grants Commission Act, 1956 (3 of 1956), made the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (4th Amendment) Regulations, 2024 (UIN:2/2024), effective from the date of publication, substituting the proviso under Clause 6.3 of the 2018 Regulations (as it stood per the 3rd Amendment Regulations, 2023) to provide that Career Advancement Scheme promotion criteria under the 2018 Regulations apply from the date of notification, but faculty who have already qualified or are likely to qualify by 31st December 2024 under the 2010 UGC Regulations on Minimum Qualifications may choose to be considered for promotion under either the 2010 or 2018 Regulations, with the date of eligibility retained as the date of promotion and all eligibility criteria to be met as of the application date, thereby deleting the earlier Clause 6.3 introduced by the 3rd Amendment Regulations, 2023; the Principal Regulations were published on 18th July 2018 (No. F.1-2/2017(EC/PS)); the notification (ADVT.-III/4/Exty./174/2024-25) was signed by Prof. Manish R. Vol.II.—In exercise of the powers conferred under clause (e) and (g) of sub- section (1) of Section 26 read with Section 14 of the University Grants Commission Act, 1956 (3 of 1956), the University Grants Commission hereby makes the following amendment in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, namely:- 1. Short title and commencement.-(1) These regulations may be called the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) (4th Amendment) Regulations, 2024 (UIN:2/2024). (2) These shall come into force on the date of their publication in the Official Gazette. 2. The proviso prescribed under Clause 6.3 in the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (3rd Amendment) Regulations, 2023, shall be substituted with the following:- "The criteria for promotions under Career Advancement Scheme laid down under these Regulations shall be effective from the date of notification of these Regulations. However, to avoid hardship to those faculty members who have already qualified or are likely to qualify till 31st December 2024 as per the UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education, 2010, a choice may be given to them either for being considered for promotions under the 2010 or 2018 Regulations. The date of eligibility shall be retained as the date of promotion. On the date of submission of the application, the candidate should fulfill all eligibility criteria required for promotion." As a consequence, the Clause 6.3 of the University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Other Measures for the Maintenance of Standards in Higher Education) (3rd Amendment) Regulations, 2023, stands deleted.
