The Ministry of Road Transport and Highways issued S.O. 2212(E) dated 4th June 2024, referencing an earlier notification, S.O. 4155(E) dated 23.12.2016, issued under Section 5 of the National Highways Act, 1956 (48 of 1956), by which the Central Government had entrusted National Highway No. 43Extn in Madhya Pradesh to the State Government of Madhya Pradesh; now, in exercise of powers under Section 7 of the National Highways Act, 1956, read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, the Central Government levies a fee on mechanical vehicles at sixty per cent of the base rate for a net road section length of 30.73 km and equivalent structure length of 2.700 km (actual structure length 0.270 km), for a two-lane paved-shoulder section from Ken River near Amanganj to the start of the Pawai bypass section, design km 77+000 to km 108+000 (existing km 10+550 to km 61+950) of NH-43Extn in Madhya Pradesh, and authorises the National Highways Authority of India (NHAI) to collect the fee; base rates for 2007-08 are Rs 0.65/km for cars, jeeps, vans or light motor vehicles, Rs 1.05 for light commercial/goods vehicles or mini buses, Rs 2.20 for two-axle buses or trucks, Rs 2.40 for three-axle commercial vehicles, Rs 3.45 for heavy construction machinery, earth moving equipment or multi-axle vehicles (four to six axles), and Rs 4.20 for oversized vehicles (seven or more axles); the fee plaza is located at Ch/km 77+800 of NH-43 Ext near Village Singaura, Panna district, Madhya Pradesh; the monthly pass rate for non-commercial vehicle owners residing within twenty kilometres of the fee plaza is Rs 340.00 for 2024-25, subject to annual revision; multiple-journey passes are available at one-and-a-half times the one-way fee for two journeys within twenty-four hours, or two-thirds of the fifty-single-journey fee valid for one month; local commercial vehicles (excluding those under national permit) registered in the fee-plaza district pay 50% of the specified rate where no service or alternative road is available; overloaded vehicles must pay the fee specified under sub-rule 1A of Rule 10 of the Rules and cannot use the highway until excess load is removed; the estimated capital cost of the project is Rs 115.23 crore, subject to variation pending completion of land acquisition, utility shifting and tree cutting; the notification was signed by Suman Prasad Singh, Joint Secretary [F. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.00 (Rupees three hundred and forty only) for the year 2024-25 and is subject to revision every year as per the provisions of the said rules. 4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is Rupees 115.23 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
