Detailed Summary

The Ministry of Road Transport and Highways, through Notification S.O. 3572(E) dated 30th June, 2026, has levied user fees for the 4-or-more lane section of National Highway No. 150C, specifically from Design Chainage Km 202.059 (KN/TS border, Raichur Gadwal road) to Design Chainage Km 280.300 (Kurnool town, terminating on NH-40) in the states of Telangana and Andhra Pradesh. This action is taken under Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The Central Government previously entrusted the entire NH-150C in Andhra Pradesh, Maharashtra, and Telangana to the National Highways Authority of India (NHAI) via Notification S.O. 5100(E) dated 30.11.2023, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988). The levied fee is 100% of the base rates from Table 1 (Base Year 2007-08), applied to a net road section length of 75.312 km and an equivalent structure length of 29.29 km (actual 2.929 km for structures over 60m, multiplied by an equalization factor of 10). Fees are payable at five specified Fee Plazas located at Km 202+059, Km 228+742 (TP-1), Km 241+777 (TP-2), Km 271+897 (TP-3), and Km 275+935 (TP-4), covering a total tollable road length up to 104.602 km. The notification details base rates for various vehicle types, including Car/Jeep/Van/Light Motor Vehicle (Rs. 0.65/Km) and Oversized Vehicles (seven or more axles) (Rs. 4.20/Km). Provisions for multiple journey passes are included: one and a half times the one-way fee for two journeys within 24 hours, and two-thirds of the fee for fifty single journeys for one month. Overloaded vehicles are liable to pay a fee as per Rule 10 of the said rules, and fee rates will be displayed per Rule 12. The Authority is authorized to collect these fees and will calculate and revise them annually based on Rule 5, publishing them in English and vernacular newspapers. The estimated capital cost of the project is Rs. 2089.96 Cr.

The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. [PART II- Section 3(ii)] THE GAZETTE OF INDIA: EXTRAORDINARY 7 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 30th June, 2026 S.O. 3572(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 5100(E) dated 30.11.2023 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the entire NH-150C in the states of Andhra Pradesh, Maharashtra and Telangana starting from its junction with NH-150 near Rampur Village (Akkalkot Bypass) connecting Dudhani in the state of Maharashtra, D. Ganagapur, Jevari (Tp), Khanapur, Chiksugur, Bapuram in the state of Karnataka, Aiza, Budamarsu in the state of Telangana, Basavapuram, Dupadu and terminating at its junction with NH-40 near intersection of NH-40 and NH-44 (Kurnool) in the State of Andhra Pradesh.to the National Highways Authority of India (hereinafter referred to as the “Authority"). The vehicle entering from any Interchange Fee Plaza will be recorded at the Entry Fee Plaza and User Fee will be collected at Exit Interchange Fee Plaza for the road section used by the vehicle between Entry and Exit Fee Plazas. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 11. The estimated capital cost of the project is Rs.2089.96 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
