The Ministry of Road Transport and Highways, through notification S.O. 5569(E) dated 2nd December, 2025, published on December 3, 2025, has levied fees for the Maheshkhunt – Saharsa – Purnea section (Km 90.000 to Km 177+960) of National Highway 107 (new NH-231) in Bihar. This action is taken under powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. This section was previously entrusted to the National Highways Authority of India by S.O. 1664 (E) dated 23rd May 2017 under Section 11 of the National Highway Authority of India Act 1988 (68 to 1988). The fee structure includes base rates for different vehicle types (e.g., Car: Rs 0.65/km, Bus/Truck: Rs 2.20/km) for the base year 2007-08. Fees are applied at 100% of the base rate for 8.370 Km of four or more lane sections and 60% for 58.410 Km of two-lane with paved shoulder sections. Additional fees are applicable for specific bypasses costing Rs 10 crore or more: Madhepura Bypass (11.042 Km, Rs 58.05 crore) and Murliganj Bypass (4.250 Km, Rs 28.15 crore) at 90% of the base rate for two-lane with paved shoulders, and Purnea Bypass (4.900 Km, Rs 44.07 crore) at 150% of the base rate for four or more lanes. Fees are also levied for structures longer than 60m (0.988 km converted to 9.880 km equivalent road length) at 60% of the base rate. The fee plaza is located at Design Km 137+290 of NH 107 near Belachand Sukhial village in Purnea district. A monthly pass for non-commercial vehicles residing within 20 km costs Rs 340.00 for 2025-26. Multiple journey passes are available, offering two journeys within 24 hours at 1.5 times the one-way fee or fifty journeys within one month at two-thirds the cost of fifty single journeys. Commercial vehicles registered in the district where the fee plaza falls receive a 50% discount if no service road is available. Overloaded vehicles are liable to pay a fee as per Rule 10(1A) of the rules and cannot use the highway until the excess load is removed. Vehicles without a valid functional FAStag will be charged two times the applicable fee. Fee rates will be displayed as per Rule 12 and revised annually by the Authority based on Rule 5, with publication in English and vernacular newspapers. The estimated capital cost of the project is Rupees 1179.93 Crore, subject to variation, with the final cost to be calculated as per MoRT&H's OM dated 24.01.2013 and notified separately. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs 340.00 (Rupees Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. Vehicles with valid functional FAStag will be allowed on the highway. A fee equal to two times of the fee payable to that category will be levied from the vehicles who are not having valid functional FAStag, non- FAStag vehicles, low balance, Blacklisted FAStag etc. 9. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 10. The fee rates shall be displayed for information of the users in accordance with Rule 12 of the said rules. 11. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 12. The estimated capital cost of the project is Rupees 1179.93 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed and the final capital cost will be calculated as per MoRT&H's OM dated 24.01.2013 and notified separately.
