In the Ayush system of medicine, it is known for its a ntibacterial, antiviral, antifungal and other medicinal properties. The increased awareness of health and wellness benefits of turmeric during COVID -19 period has given a boost to the demand for turmeric domestically and internationally. There are newer applications of turmeric in segments like pharma ceuticals, nutraceuticals, and cosmeceuticals which makes it one of the most important spices grown in the country. These emerging opportunities in turn require more attention across the entire value chain of turmeric from production to exports with a stro ng focus on cross -cutting research and technology. In order to harness the untapped potential of turmeric and turmeric products, the Central Government hereby constitutes the “ National Turmeric Board ”. 1. Constitution. - (1) The National Turmeric Board sh all consist of - (i) Chairperson; (ii) Four members to represent respectively the Ministries/Departments of the Central Government dealing with Commerce, Agriculture and Farmers Welfare, Ayush, and Pharmaceuticals; (iii) Three members to represent turmeric prod ucing Sta tes, on rotation basis; (iv) Three members to represent turmeric growers (to be nominated by Central Government); (v) Two members to represent exporters of turmeric and turmeric products (to be nominated by Central Government); (vi) Secretary, Spices Board; (vii) Director, In dian Institute of Spices Research, Kozhikode; (viii) Director, National Institute of Pharmaceutical Education and Research, (NIPER) Guwahati; (ix) Chief Executive Officer, National Medicinal Plant Board; and (x) Secretary. 4 THE GAZETTE OF INDI A : EXTRAORDINARY [PART I—SEC.1] (2) The Chairperson shall be appointed by the Central Government. (3) The term of office of the Chairperson and Members of the Board other than official members shall be a maximum of three years from the date of appointment. (4) Secretary shall be an officer appointed by the Department of Commerce, Ministry of Commerce and Industry, Government of India. The Department of Commerce shall provide secretarial assistance to the National Turmeric Board. (5) The National Turmeric Board shall have at least two meetings in a financial year. (6) All meetings of the National Turmeric Board shall be chaired by the Chairperson and in her absence, the meetings shall be chaired by next senior -most representative of the Central Government. 2. Objectives. - The National Turmeric Board shall have the following objecti ves, namely, - (i) Promote new product development and value addition in turmeric; (ii) Promote awareness and consumption of turmeric and turmeric products in international markets; (iii) Facilitate market research in potential international markets for de velopment of value -added turmeric products; (iv) Facilitate creation and improvement of infrastructure and logistics for exports of turmeric and turmeric products; (v) Encourage building of resilient and sustainable supply chains for turmeric and turmeri c products by strengthening forward and backward linkages; (vi) Promote compliance with quality and safety standards across the supply chain of turmeric; (vii) Promote capacity building and skill develop ment of turmeric growers for value addition activities ; (viii) Strengthen documentation of traditional knowledge related to use of turmeric and its applications; (ix) Encourage studies, clinical trials and research on medicinal, health and wellness enhancing properti es of turmeric; and (x) Any other objective as may be determined by the Central Government for promotion and development of the turmeric sector. 3. Finance. - (1) The National Turmeric Board may, for furthering its objectives, prepare an annual plan along with budget for approval by the Central Governm ent. (2) The Central Government may provide grant of such sums of amount as may be considered necessary. (3) Travelling/Daily Allowances to the members of the National Turmeric Board other than official members shall be regulated as per M/o Finance, Depa rtment of Expenditure’s OM No. 19047/1/2016 -E-IV dated 14th September, 2017. 4.
