Exercising powers under section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, the Central Government, Ministry of Road Transport and Highways, in supersession of notification S.O. 1632(E) dated 8 July 2010, levied vide S.O. 3802(E), dated 3 September 2024, base-rate fees for use of the four-lane-with-paved-shoulder section of NH-08 (New NH-58), Beawar-Gomti section, from design chainage Km 58.245 to Km 173.30 in Rajasthan, authorising the National Highways Authority of India to collect the fee. This follows the prior entrustment of the NH-08 stretch (excluding certain segments) to the State Government of Rajasthan under section 5, vide S.O. 4203(E) dated 11 October 2021. Fee rates per km (base year 2007-08) are specified by vehicle category (car/jeep/van Rs. 0.65; light commercial/goods vehicle or mini bus Rs. 1.05; bus or truck two axles Rs. 2.20; three-axle commercial vehicles Rs. 2.40; heavy construction machinery/multi-axle vehicles four-to-six axles Rs. 3.45; oversized vehicles seven-plus axles Rs. 4.20), payable at toll plazas at Km 84.180 (Bagliya, Beawar district) for 46.665 km and Km 132.730 (Baggar, Rajsamand district) for 64.543 km, plus additional fees for the Jawaja Bypass (3.61 km, cost Rs. 39.95 crore, 150% rate) and for bridge/flyover structures exceeding 60 m in length converted at a 10x equivalence factor. A monthly pass for local non-commercial vehicles within 20 km of a toll plaza is set at Rs. 340 for 2024-25, with multi-journey pass rates also specified. Commercial vehicles registered in the fee-plaza district receive a 50% discount where no alternative road exists. The estimated capital cost of the project is Rs. 565.74 crore, subject to variation pending completion of land acquisition, utility shifting and tree cutting. Issued under F. Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection ) Rules, 2008 (hereinafter referred to as the said “Rules”), and in supersession to Notification published vide S.O. 1632(E) dated 8th July, 2010, the Central Government, hereby levies the fee at rate specified in columns (2) (hereinafter referred to as “ base rate”) of Table 1 for net road section length of 111. 208 km and for equivalent structures length (>60 m length) of 2.37 km (having length of 0.237 km) for use of four or more lane section and one -fifty percent of the base rate for four lane with paved shoulder bypasses having length of 3.61 km costing rupees ten crores or more for on the type of vehicles specified in column (1) below for use of four lane with paved shoulder of Beawar -Gomti section from design chainage km 58.245 to km 173.30 of NH-08 (n ew NH -58) in the State of Rajasthan and authoris es the Nat ional Highways Authority of India to collect, either through its officials or through a contractor, the said fee, namely : - Table -1 Type of Vehicles Base rate of fee per km for the base year 200 7-08 (in Rupees) (2) (3) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three -axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) 3.45 Oversized Vehicles (seven or more axles) 4.20 1. The rate of monthly pass for a person who owns a mechanical vehicle registered for non -commercial purposes and re sides within a distance of twenty kilometers from the toll plaza is Rs.340 (Three Hundred and Forty Rupees Only) for the year 2024 -25 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - Table -5 Amount Payable Maximum number of one-way journeys allowed Period of validity One and half times of the fee for one way journey Two Twenty -four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys Fifty One month from date of payment 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in -charge of a mechanical vehicle which is loaded in excess of permissible lo ad specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub -rule 1A of rule 10 of the said rules, and shall not be entitled to make us e of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All defini tions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 10. Based on the Base rate of fee per km for the base year 2007 -08 as mentioned in Table -1 above , the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 11. The estimated capital cost of the project is Rupees 565.74 crores. The capital cost is subject to variation as the activit ies of land acquisition, utility shifting, tree cutting, etc. are yet to be completed. The National Highways Authority of India shall maintain a record of the recovery of capital cost through user fee realised. [F.
