The Ministry of Environment, Forest and Climate Change, through Notification S.O. 5518(E) dated 1st December, 2025, constituted the Delhi Ridge Management Board (DRMB) under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986). This action is in pursuance of Hon'ble Supreme Court orders dated 11th November, 2025, in I.A. No. 117204 of 2024 (CEC Report No. 5 of 2024) in Writ Petition (Civil) No. 202 of 1995, and the order dated 16th April, 2025, in Writ Petition (Civil) No. 4677 of 1985. The DRMB is established for the preservation, protection, and restoration of the Delhi Ridge Area and the Morphological Ridge. Its composition includes 13 members, with the Chief Secretary, GNCT of Delhi, as Chairman, and the Principal Chief Conservator of Forests, GNCT of Delhi, as Member-Secretary, alongside representatives from various government bodies, NGOs, and the Central Empowered Committee (CEC). The DRMB is mandated to constitute a Standing Committee. Key functions of the DRMB include acting as a single-window authority, removing encroachments, ensuring the identification process of the Morphological Ridge according to the order dated 8th February, 2023, in T.N. Godavarman, ensuring ecological restoration, submitting bi-annual reports to the Supreme Court, and operating transparently. The CEC representative on the DRMB will report to the Supreme Court every three months on the Board's functioning.

Standing Committee. The DRMB on its constitution would constitute a Standing Committee as under: 1. Member of the CEC, Chairperson; 2. Principal Chief Conservator of Forests, GNCT of Delhi; 3. Two Representatives from NGOs and Civil Societies who are already part of the DRMB; 4. Nominee of the Chief Secretary, GNCT of Delhi; and 5. Nominee of the Delhi Development Authority The nominees to be appointed by the Chief Secretary, GNCTD and DDA must be experts in the field of conservation. III. Functions of the DRMB a. The Board shall function as the single-window authority in all matters pertaining to the Delhi Ridge and the Morphological Ridge; b. The Board shall ensure the preservation of the Delhi Ridge and the Morphological Ridge in their pristine condition by removing all encroachments and by taking all necessary measures for their protection and improvement; c. The Board shall remove all encroachments in the Delhi Ridge as well as the Morphological Ridge; d. The Board shall duly ensure that the identification process of the Morphological Ridge is completed in accordance with the order dated 8th February, 2023 in T.N. Godavarman and shall report its compliance, along with any comments, to the Hon'ble Supreme Court; e. The Board shall ensure the protection, scientific management, and ecological restoration of the Ridge and the Morphological Ridge, including afforestation and habitat conservation; f. The Board shall submit periodic reports every six months to Hon'ble Supreme Court regarding the status of the Ridge and the Morphological Ridge and the compliance of the directions of the Hon'ble Supreme Court; g. The Board shall act fairly and transparently in the discharge of its functions, including maintaining an official website, issuing public notices for hearings in advance, conducting public consultations, and uploading reports on its website as soon as they are placed before Hon'ble Supreme Court or any other authority; and h. All authorities in the territory of the NCT of Delhi shall act in aid of the discharge of the duties of the Board. IV. The Member of the Central Empowered Committee designated as the representative to the DRMB shall report to the Hon'ble Supreme Court every three months regarding the proper functioning of the DRMB and its Standing Committee.
