Core Purpose

The Ministry of Road Transport and Highways has published draft rules to amend the Central Motor Vehicles Rules, 1989, specifically concerning fees for vehicle fitness tests, inviting public objections and suggestions.

Detailed Summary

The Ministry of Road Transport and Highways, through notification G.S.R. 600(E) dated 27th August, 2025, has published draft rules titled the Central Motor Vehicles (... Amendment) Rules, 2025. These rules propose to amend the Central Motor Vehicles Rules, 1989, by exercising powers under sections 64 and 211 of the Motor Vehicles Act, 1988 (59 of 1988). The primary amendment is to Rule 81, specifically the TABLE, which revises fees for conducting vehicle fitness tests. The draft substitutes serial number 10, establishing new fees for fitness tests ranging from Four hundred rupees for motorcycles to One thousand rupees for medium/heavy goods or passenger motor vehicles. It also substitutes serial number 10A, introducing fees for vehicles older than 15 years but not exceeding 20 years, with charges from Five hundred rupees for motorcycles to One thousand five hundred rupees for heavy goods or passenger motor vehicles. A new serial number 10B is inserted for vehicles older than 20 years, setting fees from One thousand rupees for motorcycles to Three thousand rupees for heavy goods or passenger motor vehicles. Furthermore, serial number 11A is amended by omitting the word "(transport)", replacing "older than 15 years" with "older than 10 years", and introducing a comprehensive fee structure based on vehicle type and age categories (e.g., motorcycles older than 10-15 years at Two hundred rupees, up to heavy goods/passenger vehicles older than 20 years at Twenty-five thousand rupees). The draft rules are published for public information as required by sub-section (1) of section 212 of the Motor Vehicles Act, 1988, and objections/suggestions may be sent to the Additional Secretary (Transport) at comments-morth@gov.in, Ministry of Road Transport and Highways, Transport Bhawan, Parliament Street, New Delhi-110 001, within thirty days from the notification's publication in the Official Gazette.
