The revised definition includes any closed metal container exceeding 500 millilitres but not exceeding 1000 liters for compressed gas storage and transport, encompassing liquefied petroleum gas, liquefied natural gas, compressed natural gas, or compressed hydrogen gas cylinders fitted to motor vehicles as fuel tanks, but excluding other such containers fitted to special transport or undercarriage, and also includes composite and cryogenic containers. A proviso allows the water capacity of cylinders for CHG, CNG, nitrogen, or compressed air to exceed 1000 liters up to 3000 liters, provided nitrogen/compressed air cylinder diameter does not exceed 60 centimeters and CHG/CNG cylinder diameter does not exceed 80 centimeters. Additionally, composite cylinders for CHG shall not be wrapped with glass fibre. The principal rules were initially published vide notification S.O. 1081(E) dated 22nd November, 2016, and subsequently amended multiple times, with the latest prior amendments being G.S.R. 225(E) dated 11th April, 2025, G.S.R. 386(E) dated 16th June, 2025, and G.S.R. 501(E) dated 28th July 2025. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Fourth Amendment) Rules, 2025. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), in sub-rule (xxviii)of rule 2, the following shall be substituted, namely; "gas cylinder" or "cylinder" means any closed metal container having a volume exceeding five hundred mililitre but not exceeding one thousand liters intended for the storage and transport of compressed gas, including any liquefied petroleum gas container or liquefied natural gas container or compressed natural gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including any other such container fitted to a special transport or undercarriage and includes a composite cylinder and cryogenic container. However, the water capacity of cylinder used for filling and storage of CHG, CNG, nitrogen, compressed air may exceed one thousand liters up to three thousand liters provided the diameter of the nitrogen, compressed air cylinder does not exceed sixty centimeters and the diameter ofCHG, CNG cylinder does not exceed eighty centimeters.
