NOTIFICATION
New Delhi, the 28th November, 2025
S.O. 5521(E). - Whereas by the notification of the Government of India through the Ministry of Road Transport and Highways, number S. O.5948 (E), dated the 19th December, 2022 the Central Government has authorised the National Highways Authority of India to collect, either through its officials or through a contractor for the use of four lane of Lucknow Bypass section from design Km.0.000 to Km. 22.850 of National Highway number 56 A&B and Lucknow-Ayodhya Section from design Km 8+00 to Km 137+970 of National Highway number 28 (New NH-27) in the State of Uttar Pradesh;
Now, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules 2008, the Central Government hereby makes following amendment in the Notification of the Government of India in the Ministry of Road Transport and Highways S.O. 5948 (E) dated 19th December, 2022 (hereinafter referred to as “said notification"), published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), namely:-
(i) In paragraph 3 of the said notification, the phrases “for net road section length of 133.861 km" shall be substituted with the following phrases:-
“for net road section length of 132.42 Km & for equivalent structures length (having length more than 60 meter) of 14.460 Km (having length of 1.446 Km)”
(ii) In the said notification, for Table-2 specified under Serial No. 1, the following Table shall be substituted:-

(iii) In the said notification, after Serial No. 2, the following Serial number shall be inserted, namely;-
"2A. In addition to above, the following fee shall also be due and payable for the use of the following structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures into an equivalent length of highway by multiplying the length of such structures by an equalisation factor of 10: -

(iv) In the said notification, Serial No. 10 shall be substituted with the following:-
"10. The estimated capital cost of the project is Rupees 2537.75 crore. [The capital cost is subjected to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed]. The Authority shall maintain a record of the recovery of capital cost through user fee realised."
