New Delhi the 31st July, 2023
S.O. 3456(E).—In exercise of the powers conferred by sub -section (3) of Section 58 and sub -Section 3(a)
of Section 110 of the Mot or Vehicles Act, 1988, the Central Government hereby accords approval for registration of
‘Special purpose Satellite Transportation Trailer’ for transportation of Satellites, Launch Vehicle Hardware and allied
equipments with dimensions as mentioned in th e Schedule appended hereto.

2. The above relaxation is allowed as speci al case for transport ation of the consignments of ISRO subject to the
conditions that: -
i. The operations of the combinations shall be done only after prior approval of such movement of the
combination is approved and closely monitored by the concerned road authorities in State /Union
Territory/National Highway Authority of India from Safety point of view.
ii. Dimensions and weight restrictions on various roads/bridges stipulated by the Public Works
Department/Local Authorities/National Highway Authority of India will be observed and prior permission of
such authorities will be obtained every time the vehicles are put on the roads.
iii. The combination should display all danger flags and lights, preferably the vehicles should be preceded and
followed by a vehicle displa ying prominently tha t a heavy load is passing.
iv. Coupling of the trailers along side by side the width of the road shall not be permitted.
v. The program of the movement of the combination should be intimated at least ten days in advance to the
Executive Engin eers concerned and t heir clearance obtained.
vi. The vehicle shall be registered as a combination.
vii. If so directed by the Public works Department of a State/Union Territory/National Highway Authority of
India/Government of India, the over dimensional vehicles will not be allowed to pass over the bridges on the
roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to
cross the rivers/drains. Further, it is directed the vehicle should comply with Ministry of Ro ad Transport &
Highw ays guidelines as per Para 1 issued vide order No. RW/NH -35072/01/2010 -S&R(B) dated 24.08.2020.
viii. They would need to obtain permission each and every time before moving on a particular route from
concerned State or union Territory Author ities/National Highw ay Authority of India enroot, in view of the
oversized cargo. For each such movement, the timing should be prescribed by the concerned authority.
ix. The said combinations should be moved without any hindrance to the normal flow of traffic.
x. Keeping in view the dimension and safety of consignments and other road users, the permissible speed
limit for transportation of such consignments shall not exceed 35km/hr.
xi. Satish Dhawan Space Centre (SHAR) will obtain necessary prior permissions from th e concerned
departme nts of the State/Union Territory Government for the removal of any objects like hoardings, poles,
signboards, transmission line shutdown etc. and observe such restrictions as the State/Union Territory
Government/National Highway Authori ty of India may by o rder specify in this behalf, before the vehicles are
put on road. Cost of removal and redevelopment of any object permitted by the State/Union Territory
Government shall be borne by the Satish Dhawan Space Centre (SHAR), Sriharikota .
xii. The combinations shall be painted for the entire width by yellow and black zebra strips on the front and rear
sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flag s on
both the sides during day time to indi cate the extreme position of the combination clearly.
xiii. Satish Dhawan Space Centre (SHAR) Sriharikota would be liable to pay such amount to the Government of
State/Union Territory/National Highway Authority of Indi a or any other affected person where any da mage is
caused to the roads/bridges or road structures/other road users/person directly or indirectly due to the
movement of the combinations.
xiv. Satish Dhawan Space Centre (SHAR) Sriharikota will observe such restri ctions as the State/Union Territory
Governm ent/National Highway Authority of India may by order specify in this behalf.
xv. Satish Dhawan Space Centre (SHAR) Sriharikota will give advance intimation to such authority or officer
specified in this behalf by the State Government/Union Territory Government /National Highway Authority
of India regarding each movement of such combination.
xvi. Satish Dhawan Space Centre (SHAR) Sriharikota will ensure that road tax have been paid, fitness certificate,
insurance cover, Natio nal Permit, and PUC have been obtained in r espect of all the vehicles to be utilized
during the above movements.
xvii. A specific entry in Registration Certificate is to be made that the combination owner in case of each and
every movement will be required to take the permission of concerned Authority i. e, State Govt./Union
Territory Govt./National Highway Authority of India.
xviii. The permissio n will be valid for use of these vehicles by Satish Dhawan Space Centre (SHAR) Sriharikota
only.
xix. Satish Dhawan Space Centre (SHAR) Sriharikota should ensure compliance w ith all notified provisions in
respect of Central Motor Vehicles Rules, 1989.
xx. Satish Dh awan Space Centre (SHAR) Sriharikota should test and qualify the tractor trailer combination
completely as per technical requirement with reference to the CMVR, 1989. IP RC should submit that tractor
trailer operation laden/un -laden will be carried under st rict supervision of the trained manpower according to
standard operating procedure as well as duly escorted to ensure the safety, considering strategic movement of
satellites.
xxi. The specific route for transportation of ISRO Consignments will be from Sriharik ota to all ISRO Centres
located in India and vice versa by road.
3. The trailer shall be registered in the State of Andhra Pradesh only subject to fulfilment of conditions laid down
under Rules 47 (except 47(c), 47(g), sub -rule 2 of 47 and other re levant provisions) of the central Motor Vehicles
Rules, 1989 and production of sale documents/purchase order (invoice, proof of payment of all taxes).
