                Detailed Summary
            

            
The Ministry of Petroleum and Natural Gas, in S.O. 3444(E) dated 25th July 2023, records that pursuant to its earlier notification S.O. No. 3709(E) dated 05.08.2022 under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), declaring intention to acquire the right of user in land for laying the "Ennore-Tiruvallur-Bengaluru-Pondicherry-Nagapattinam-Madurai-Tuticorin" natural gas pipeline in Tamil Nadu by Indian Oil Corporation Limited, and following availability of copies to the public from 09.08.2022 and the Competent Authority's report under sub-section (1) of section 6, the Central Government, in exercise of powers under sub-section (1) of section 6, declares the right of user in the specified land acquired for laying the pipeline, and under sub-section (4) of section 6 directs that it shall vest, from the date of publication, in Indian Oil Corporation Limited free from all encumbrances, with Indian Oil Corporation Limited exclusively liable for compensation under section 10 of the Act; the Schedule lists affected survey numbers and areas across multiple villages (including Ambal, Purakkudi, Thirupugalur, Polagam, Kuruvadi, Puthukadai, Thirusenkattagudi, Keezha Boodhanur, Mela Boodhanur, Thirupayathangudi and Keezha Thanjavur) in Nagapattinam district, Tamil Nadu, and the notification is signed by Ramji Lal Meena, Under Secretary.

NOTIFICATION
New Delhi, t he 25th July, 2023
S.O. 344 4(E).—Whereas, by th e notifi cation of the Government of India in the Ministry of Petroleum and
Natural Gas number S.O.No.37 09(E) dated: 05.08.2022  issued under sub section (1)  of section 3 of t he Petroleum and
Mine rals Pipeline s (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (herein after referred to as the said
Act) the Central Government declared its intention to acquire the Right of Us er in the Lands specifie d in the Schedule
appended to that noti fication for the purpose of laying pipeline for the transportation of Natural Gas, a pipeline
“Ennore  - Tiruvallur - Bengaluru - Pondicherry - Nagapattinam – Madurai  - Tuticorin” should be laid in the State of
Tamil Nadu  by Indian Oil Corporation Limited.
And whereas,  copies of the said notifications were made available to the public from 09.08.202 2.
And whereas, the Competent Authority in pursuance of sub -section (1) of section 6 of the said Act has
submitted his report to the Cent ral Governm ent;
And whereas, the Central Government, after considering the said report is satisfied that the Right of User in
the Land specified in the Schedule appended to this notification should be acquired;
Now, therefore, in exercise of the powe rs con ferred by s ub-section (1) of section 6 of the said Act, the
Central Government hereby declares that the Right of User in the said Land specified in the Schedule  appended to this
notification is hereby acquired for laying the pipeline;
And further, i n exerc ise of the powers conferred by sub -section (4) of section 6 of the said Act, the Central
Government hereby directs that the Right of User in the said Land shal l instead of vesting in the Central Government,
vest from the date of publication of this declara tion, in th e Indian Oil Corporation Limited free from all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in ter ms of section 10 of the
P & M P Act, 1962 and no suit, claim or legal proceeding would lie  against  the Centra l Government on any matter
relating to pipeline.
