The Ministry of Micro, Small and Medium Enterprises issued S.O. 2867(E) dated 30th June 2023, in exercise of powers under section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, notifying, for implementation of the PM Vishwakarma Kaushal Samman (PM VIKAS) Scheme aimed at providing institutional support including affordable credit, advanced skill training, tool kits, marketing assistance and social security to traditional artisans and craftspeople registering on an online digital portal, that individuals eligible for benefits must furnish proof of possession of an Aadhaar number or undergo Aadhaar authentication; individuals not yet enrolled must apply for Aadhaar enrolment, with Implementing Agencies required to offer enrolment facilities or become UIDAI Registrars under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 where no local enrolment centre exists; the notification takes effect from the date of publication across all States and Union Territories and is issued under F. 4175 GI/202 3 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 2744] NEW DELHI, FRIDAY , JUNE 30, 2023/ASHADHA 9, 194 5 CG-DL-E-03072023-246944 MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES NOTIFICATION New Delhi, the 30th June, 2023 S.O. 2867(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitl ements directly in a conven ient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity; And whereas, the Central Government proposes to take up implementation of the PM VIshwakarma KAushal Samman (PM VIKAS) Scheme (hereinafter in this notification referred to as ‘the Scheme’) which is aimed at providing holistic institutional support including access to affordable credit, advanced skill training and tool kits, marketing and social security to artisans and craftspeople, with the lau nch of the Scheme; And whereas, the Scheme seeks to enable registration of traditional artisans and craftspeople who work with their hands using tools, on online digital portal to be eligible to gain access to financial suppor t, advanced skill training, k nowledge of modern digital techniques and efficient green technologies, brand promotion, linkage with local and global markets, digital payments and social security; And whereas, the Scheme will be implemented in accordance wi th the guidelines issued by the Central Government through various Implementing Agencies specified therein; And whereas, implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in e xercise of the powers confe rred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Central Gove rnment hereby notifies the following, namely: – (i) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication; (ii) any individual desirous of av ailing benefits under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment and in case such person is entitled to obtain Aadhaar as per section 3 of the said Ac t, such individual may visit any Aadhaar enrolment centre [as per the list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar; (iii) the Implementing Agencies shall of fer Aadhaar enrolment facilit ies for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Implementing Agencies shall provide Aadhaar enrolment faci lities at convenient location s in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves by applying under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 and contact Regional Offices of UIDAI for the said purpose. 2.
