NOTIFICATION
New Delhi, the 30th June, 2023
S.O. 2867(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables
beneficiaries to get their entitl ements directly in a conven ient and seamless manner and Aadhaar obviates the need for
producing multiple documents to prove one’s identity;
And whereas, the Central Government proposes to take up implementation of the PM VIshwakarma KAushal
Samman (PM VIKAS) Scheme (hereinafter in this notification referred to as ‘the Scheme’) which is aimed at
providing holistic institutional support including access to affordable credit, advanced skill training and tool kits,
marketing and social security to artisans and craftspeople, with the lau nch of the Scheme;
And whereas, the Scheme seeks to enable registration of traditional artisans and craftspeople who work with
their hands using tools, on online digital portal to be eligible to gain access to financial suppor t, advanced skill
training, k nowledge of modern digital techniques and efficient green technologies, brand promotion, linkage with
local and global markets, digital payments and social security;
And whereas, the Scheme will be implemented in accordance wi th the guidelines issued by the Central
Government through various Implementing Agencies specified therein;
And whereas, implementation of the Scheme involves recurring expenditure incurred from the Consolidated
Fund of India;
Now, therefore, in e xercise of the powers confe rred by section 7 of the Aadhaar (Targeted Delivery of Financial
and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with regulation 12 of the Aadhaar (Enrolment
and Update) Regulations, 2016, the Central Gove rnment hereby notifies the following, namely: –
(i) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of
possession of the Aadhaar number or undergo Aadhaar authentication;
(ii) any individual desirous of av ailing benefits under the Scheme, who does not possess the Aadhaar number or
has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment and in case
such person is entitled to obtain Aadhaar as per section 3 of the said Ac t, such individual may visit any
Aadhaar enrolment centre [as per the list available at Unique Identification Authority of India (UIDAI)
website www.uidai.gov.in] to get enrolled for Aadhaar;
(iii) the Implementing Agencies shall of fer Aadhaar enrolment facilit ies for the beneficiaries who are not yet
enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or
Taluka or Tehsil, the Implementing Agencies shall provide Aadhaar enrolment faci lities at convenient
location s in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves
by applying under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 and contact
Regional Offices of UIDAI for the said purpose.
2. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and
Union territories.
