NOTIFICATION
New Delhi, the 30th June, 2026
G.S.R. 541(E).— The following draft of certain rules further to amend the Central Motor Vehicles Rules,
1989, which the Central Government proposes to make in exercise of the powers conferred by section 110 of the Motor
Vehicles Act, 1988 (59 of 1988), is hereby published as required by sub-section (1) of section 212 of the said Act, for
information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules will be taken
into consideration after the expiry of thirty days from the date on which the copies of this notification as published in
the Gazette of India, are made available to the public;
The objections or suggestions which may be received from any person in respect of the said draft rules before the expiry
of the aforesaid period will be considered by the Central Government.

Draft Rules
1. Short title and commencement. — (1) These rules may be called the Central Motor Vehicles (.......... Amendment)
Rules, 2026.
(2) Save as otherwise provided in these rules, they shall come into force on the date of their final publication in the
Official Gazette.
2. In the Central Motor Vehicle Rules, 1989 (hereinafter referred to as the said rules in rule 47, in sub-rule (1), in item
(v), after sub-item (n), the following shall be inserted, namely:
"(o) On and after 1st July 2026, every Original Equipment Manufacturer who manufactures chassis/incompletely built
vehicles of Category M2 and M3 with seating capacity of 13 or more passengers excluding driver, shall additionally
submit a pre-dispatch checklist duly authorized, in accordance with Form 20-C.
(p) On and after 1st July 2026, every Bus Body builder who builds buses on chassis/incompletely built vehicles of
Category M2 and M3 with seating capacity of 13 or more passenger excluding driver, which the Original Equipment
Manufacturer manufactures, shall submit a pre-dispatch checklist duly authorized, in accordance with Form 20-D.
(q) For the purposes of sub-items (o) and (p), each critical safety component at the level of the chassis and the bus
body shall be certified by the Original Equipment Manufacturer and the accredited bus body builder, as the case may
be, through a template-based video, in such manner as may be prescribed in the applicable standards."
3. In the said rules, in rule 48-B, after the first proviso, the following proviso shall be inserted, namely:
"Provided further that on and after 1st July 2026, for the purpose of registration of vehicles of Category M2 and M3
with seating capacity 13 or more passenger excluding driver, at the time of inspection as stated in this rule, the RTO
or his authorized inspection officer in the Transport Department shall fill the checklist duly in accordance with Form
20-E."
