The Ministry of Micro, Small and Medium Enterprises issued S.O. 2524(E) dated 1st July 2024, in exercise of powers under section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, notifying, for implementation of the Entrepreneurship and Skill Development Programme (ESDP) Scheme aimed at promoting self-employment and entrepreneurship among young persons including Scheduled Castes, Scheduled Tribes, women, physically handicapped persons, ex-servicemen and persons below the poverty line, that individuals eligible for Scheme benefits must furnish proof of possession of an Aadhaar number or undergo Aadhaar authentication; individuals not yet enrolled must apply for Aadhaar enrolment, with Implementing Agencies, including Micro, Small and Medium Enterprises-Development and Facilitation Offices (MSME-DFOs), required to offer enrolment facilities or become UIDAI Registrars under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 where no enrolment centre exists locally; the notification takes effect from the date of publication across all States and Union Territories and is issued under F. L.-33004/99 The Gazette of India CG-DL-E-02072024-255079 EXTRAORDINARY PART II—Section 3—Sub-section (ii) PUBLISHED BY AUTHORITY No. 2394] NEW DELHI, TUESDAY, JULY 2, 2024/ASHADHA 11, 1946 MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES NOTIFICATION New Delhi, the 1st July, 2024 S.O. 2524(E). - Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, the Central Government proposes to implement the Entrepreneurship and Skill Development Programme (ESDP) Scheme (hereinafter in this notification referred to as 'the Scheme') which is aimed at motivating young persons, both men and women, representing different sections of the society, including Schedule Castes, Scheduled Tribes, women, physically handicapped, ex-Servicemen, and persons below poverty line to consider self- employment or entrepreneurship as one of the career options, with the ultimate objective to promote new enterprises, build capacity of existing Micro, Small and Medium Enterprises and inculcate entrepreneurial culture in the country; And whereas, the Scheme is proposed to be implemented in accordance with the guidelines issued by the Central Government through various Implementing Agencies, including Micro, Small and Medium Enterprises- Development and Facilitation Offices (MSME-DFOs) specified therein; And whereas, implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in exercise of the powers conferred by section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), read with regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Central Government hereby notifies the following, namely: - (i) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication; (ii) any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment and in case such person is entitled to obtain Aadhaar as per section 3 of the said Act, such individual may visit any Aadhaar enrolment centre [as per the list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in] to get enrolled for Aadhaar; (iii) the Implementing Agencies shall offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Implementing Agencies shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves by applying under regulation 21 of the Aadhaar (Enrolment and Update) Regulations, 2016 and contact Regional Offices of UIDAI for the said purpose. 2.
