The Ministry of Road Transport and Highways, through Notification S.O. 3972(E) dated 29th August, 2025, has levied fees for the use of the Bargarh - Bolangir section (from design chainage Km 0.000 to Km 72.000) of National Highway Number 26 (old NH-201) in the State of Odisha. This action is taken by the Central Government under powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The Central Government has authorized the National Highways Authority of India (NHAI) to collect these fees. The fee is levied at base rates (specified for the base year 2007-08 in Table 1) for various vehicle types: Car/Jeep/Light Motor Vehicle (Rs. 0.65/Km), Light Commercial Vehicle/Light Goods Vehicle/Mini Bus (Rs. 1.05/Km), Bus/Truck (Two axles) (Rs. 2.20/Km), Three-axle commercial vehicle (Rs. 2.40/Km), Heavy construction machinery/Earth Moving Equipment/Multi Axle Vehicle (four to Six axles) (Rs. 3.45/Km), and Oversized Vehicles (seven or more axles) (Rs. 4.20/Km). The fee is 100% of the base rate for a net road section length of 20.937 km (four lane or more section) and for an equivalent structure length of 0.63 km (converted from actual structure length of 0.063 km using an equalization factor of 10 for structures over 60m). A 60% rate of the base rate is applied for a net road section length of 49.655 km (two lane with paved shoulder section). All fees are due and payable at the Fee Plaza located at Km 48.650 of NH-26 near Bolangir in District Bolangir, Odisha. A monthly pass for non-commercial vehicles owned by residents within 20 km of the Toll Plaza is Rs. 350.00 for 2025-26, subject to annual revision per the rules. Multiple journey passes are also available: one and a half times the one-way fee for two journeys (valid 24 hours), and two-thirds of the fee for fifty single journeys (valid one month). Commercial vehicles registered in the district where the fee plaza falls are eligible for a 50% discount if no service or alternative road is available. Overloaded vehicles are liable to pay a fee equal to that specified in sub-rule 1A of rule 10 of the said rules and must remove excess load. All definitions are as per the said rules, and fee rates will be displayed per rule 12. NHAI will calculate and annually revise the actual fee amounts and discounts based on completed section length and rule 5, publishing them in English and vernacular newspapers. The estimated capital cost of the project is 338.08 Crore. This notification follows a previous notification S.O. 195(E) dated 6th March, 2000, under Section 5 of the National Highway Act, 1956, which entrusted this stretch of NH-26 to the State Government of Odisha. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purpose and resides within a distance of twenty kilometres from the Toll Plaza is Rs. 350.00 (Rupees Three Hundred & Fifty Only) for the year 2025-26 and is subject to revision every year as per the provisions of said rules. 4. Fee for commercial vehicles (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 6. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicle, its permissible load, category of exempted vehicle, service road, alternative road etc. shall be as per definitions specified in the said rules. 8. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 9. Based on the base rate of fee per Kilometer for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicle and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 10. The estimated capital cost of the project is 338.08 Crore [The capital cost is subject to variation as the activities of Diversion of forest land, utility shifting, tree cutting, etc. are yet to be completed.
