The Ministry of Railways, South East Central Railway, through notification S.O. 2512(E) issued at Bilaspur on 26th April 2024, referenced its earlier notification S.O. 70E declaring intention under sub-section (1) of section 20A of the Railways Act, 1989 (24 of 1989) to acquire land for the Jharsuguda-Bilaspur 4th Line (206 km) Special Railway Project in Jharsuguda district, Odisha, the substance of which was published under sub-section (4) of section 20A in newspapers Jankarm and Naveen Kadam on 17th January 2024. After objections from land losers were resolved by the Competent Authority, who submitted his report under sub-section (1) of section 20E, the Central Government, in exercise of powers under sub-section (1) of section 20E, declared that the scheduled land should be acquired for the Bhupdeopur to Robertson (8 km) Railway Line component of the project in the State of Chhattisgarh, and further declared under sub-section (2) of section 20E that on publication the land shall vest absolutely in the Central Government free from all encumbrances. The Schedule lists five khasara/plot numbers (172/2, 173, 172/5, 174/1, 175/3) in Village Singhanpur, Tehsil Kharsia, District Raigarh, totalling 0.472 hectares, and the notification was issued under file reference F.No. DCE/C/BRJN@BSP/MISC-232 and signed by Alok Tiwari, Chief Administrative Officer (Construction).

Railway) NOTIFICATION Bilaspur, the 26 April, 2024 Notification under section 20 (E) of Railways Act, 1989 S.O. 2512(E).— Whereas, by the notification of the Government of India, in the Ministry of Railways (Railway Board)Notification No. S.O. 70E dated 30.12.2024 ,published in the Gazette of India Ordinary,Part-II, Section 3, Sub section (ii), (hereinafter referred to as said notification) under sub-section (1) of section 20A of the Railways Act, 1989 (24 of 1989) (herein after referred to as said act), the Central Government declared its intention to acquire the land specified in the schedule annexed to the said notification for execution of Special Railway Project , namely Jharsuguda - Bilaspur 4th line (206 Km) in Jharsuguda district of Odisha. And whereas the substance of the 20A notification under sub-section (1), under sub section (4) of section: 20A of the said Act was published in the daily newspapers Jankarm and Naveen Kadam on dtd: on 17.01.2024 respectively. Whereas objections received in the stipulated period from the land losers were resolved by the Competent Authority and whereas, in pursuance of sub-section (1) of Section 20E of the said Act, the Competent Authority has submitted his report to the Central Government. Now, therefore, upon receipt of the said report of the Competent Authority, and in exercise of the powers conferred by sub-section (1) of the Section 20 (E) of the said Act, the Central Government hereby declares that the lands specified in the schedule annexed hereto should be acquired for the aforesaid purpose, and further in pursuance of sub-section (2) of Section 20E of the said Act, the Central Government hereby declares that on publication of this notification in the Official Gazette, the land specified in the schedule annexed hereto shall vest absolutely in the Central Government free from all Encumbrances.
