Assam Gramin Vikash Bank issued Notification No. AGVB/PER/ESTT-B/01/2024-25 dated 19th July 2024, Guwahati, in exercise of powers under section 30 read with sub-section (1) of section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), whereby the Board of Directors, after consultation with sponsor bank Punjab National Bank and the National Bank for Agriculture and Rural Development, and with the Central Government's previous sanction, made the Assam Gramin Vikash Bank (Officers and Employees) Service (Amendment) Regulations, 2024, effective from publication; the amendment substitutes regulation 61(4) to cap accumulation of Privilege Leave at 270 days (unless leave applied for was refused) with encashment restricted to a maximum of 240 days; it also amends regulation 67, clarifying that officers retiring under regulation 11 are covered by a second proviso, substituting the third proviso to provide that employees terminated owing to retrenchment are entitled to payment equivalent to emoluments for their accumulated privilege leave under regulation 61(4), and adding further provisos entitling officers/employees who voluntarily retire on or after 1st April 2018 (after due notice under regulation 27(1)/(2) of the Assam Gramin Vikash Bank (Employees') Pension Regulations, 2018), or who are compulsorily retired (including as punishment), to payment for accumulated privilege leave, and entitling those who resign under regulation 10(1) to payment for half of their accumulated privilege leave, subject to a maximum of 120 days; the principal regulations were published in the Gazette of India, Part III, Section 4, on 3rd November 2010 (notification No. 294) and were previously amended on 7th January 2013 and 26th November 2018; signed by Debasish Gangopdhyay, Chairman, under ADVT.-III/4/Exty./366/2024-25.

L.-33004/99 The Gazette of India CG-AS-E-17082024-256465 EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 596] NEW DELHI, TUESDAY, AUGUST 6, 2024/ SHRAVANA 15, 1946 ASSAM GRAMIN VIKASH BANK NOTIFICATION Guwahati, 19 July, 2024 No. AGVB/PER/ESTT-B/01/2024-25.—In exercise of the powers conferred by section 30 read with sub section (1) of Section 17 of Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Assam Gramin Vikash Bank after consultation with Punjab National Bank, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Assam Gramin Vikash Bank (Officers and Employees) Service Regulations, 2010 namely:- 1. (1) These regulations may be called Assam Gramin Vikash Bank (Officers and Employees) Service (Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Assam Gramin Vikash Bank (Officers and Employees) Service (Amendment) Regulations, 2010( hereinafter referred to as said regulations), in the regulations 61 for sub-regulation (4), the following sub-regulation shall be substituted, namely:- "(4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67:- (a) In second proviso, after the words "retires from the service of the Bank", the words "under the provisions of regulation 11" shall be inserted; (b) For Third Proviso, the following proviso shall be substituted, namely:- "Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4) of regulation 61. (c) After third proviso, the following provisos shall be inserted, namely:- "Provided also that where an officer or employee voluntarily retires from service on or after the 1st April 2018, after giving due notice under sub- regulation (1) and (2) of regulation 27 of the Assam Gramin Vikash Bank (Employees') Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
