By notification No. APRB/GN/142/1677 dated 14th June 2024, the Board of Directors of Arunachal Pradesh Rural Bank, acting under Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), after consultation with State Bank of India (the Sponsor Bank) and the National Bank for Agriculture and Rural Development, and with the previous sanction of the Central Government, made the Arunachal Pradesh Rural Bank (Officers & Employees) Service (Amendment) Regulations, 2024 to further amend the Arunachal Pradesh Rural Bank (Officers and Employees) Service Regulations, 2010; the amendment substitutes sub-regulation (4) of regulation 61 to allow Privilege Leave accumulation up to 270 days with encashment restricted to a maximum of 240 days, and amends regulation 67 by adding provisos entitling officers/employees to payment equivalent to accumulated privilege leave emoluments in cases of retirement under regulation 11, retrenchment (subject to regulation 61(4)), voluntary retirement on or after 1st April 2018 under regulation 27 of the Arunachal Pradesh Rural Bank (Employees) Pension Regulations, 2018, compulsory retirement including as punishment, and resignation/discontinuation under regulation 10(1) (capped at half the accumulated leave, maximum 120 days); the notification is signed by Paogin Haokip, Chairman.

L.-33004/99 The Gazette of India CG-AR-E-28102024-258293 EXTRAORDINARY PART III—Section 4 PUBLISHED BY AUTHORITY No. 867] NEW DELHI, MONDAY, OCTOBER 28, 2024/KARTIKA 6, 1946 ARUNACHAL PRADESH RURAL BANK NOTIFICATION Naharlagun, the 14th June, 2024 No. APRB/GN/142/1677.—In exercise of the powers conferred by Section 30 read with sub-section (1) of Section 17 of the Regional Rural Banks Act, 1976 (21 of 1976), the Board of Directors of Arunachal Pradesh Rural Bank after consultation with State Bank of India, being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the previous sanction of the Central Government, hereby makes the following regulations to further amend the Arunachal Pradesh Rural Bank (Officer & Employees) Service Regulations, 2010, namely:- 1. (1) These Regulations may be called Arunachal Pradesh Rural Bank (Officers & Employees) Service {Amendment) Regulations, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Arunachal Pradesh Rural Bank (Officers and Employees) Service Regulations, 2010 (hereinafter referred to as said regulations}, in the regulations 61 for sub-regulation (4}, the following sub-regulation shall be substituted, namely:- *{4) Privilege Leave may be accumulated up to not more than 270 days, except where leave has been applied for and it has been refused: Provided that encashment of Privilege Leave shall be restricted up to a maximum of 240 days." 3. In the said regulations, in regulation 67,- (a) In second proviso, after the words 'retires from the Service of the Bank", the words 'under the provisions of regulation 11" shall be inserted; (b) For third Proviso, the following proviso shall be substituted, namely:- 'Provided also that in respect of the employee where his services are terminated owing to retrenchment, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated subject to sub-regulation (4} of regulation 61." {c) After third proviso, the following provisos shall be inserted, namely,- 'Provided also that where an officer or employee voluntarily retires from service on or after the 1st of April 2018, after giving due notice under sub- regulations (1) and (2] of regulation 27 of the Arunachal Pradesh Rural Bank (Employees) Pension Regulations, 2018, he shall be eligible to be paid a sum equivalent to the emoluments for the period of privilege leave he had accumulated, subject to sub-regulation (4) of regulation 61. Provided also that where an officer or employee has been compulsorily retired including as a measure of punishment, he shall be eligible to be paid a sum equivalent to the emoluments of any period, subject to sub-regulation (4J of regulation 61. Provided also that where an officer or employee leaves or discontinues from service or resigns under the provisions of sub-regulation (1) of regulation 10, he shall be eligible to be paid a sum equivalent to the emoluments in respect of privilege leave to the extent of half of such leave to his credit on the date of cessation of service, subject to a maximum of 120 days."
