The Ministry of Railways (South Coast Railway) issued Notification S.O. 4928(E) on 5th September, 2026, declaring the acquisition of land for a Special Railway Project. This follows an earlier notification, S.O.1405(E) dated 18th March, 2026, issued by the Ministry of Railways (East Coast Railway, Construction Organization) under sub-section (1) of section 20A of the Railways Act, 1989 (24 of 1989), which declared the intention to acquire land. The purpose of acquisition is for the execution, maintenance, management, and operation of the "Construction of Road Over Bridge in lieu of closing of manned LC No ML-341 at Km 641/17-19 between Jadupudi(JPI) – Sompeta(SPT) on the Howrah – Visakhapatnam Main Line of Visakhapatnam Division (Erstwhile Khurda Road Division)" in the Srikakulam district of Andhra Pradesh. The substance of the intention notification was published in local newspapers, "Andhrajyothy" (Telugu, Srikakulam Edition) on 27th June, 2026, and "The Times of India" (English, Visakhapatnam Edition) on 18th April, 2026, as per sub-section (4) of section 20A. No objections were received within the stipulated 30-day period. Consequently, upon receipt of the Competent Authority's report, the Central Government, exercising powers under sub-section (1) of section 20E of the said Act, declares the land specified in the annexed schedule to be acquired. Furthermore, in pursuance of sub-section (2) of section 20E, the Central Government declares that upon publication of this notification, the land shall vest absolutely in the Central Government free from all encumbrances. NOTICE UNDER SECTION 20E OF THE RAILWAY ACT, 1989

S.O 4928(E).— Whereas, by the notification of the Government of India, in the Ministry of Railways
(East Coast Railway, Construction Organization), Notification number, S.O.1405(E). dated 18th March, 2026
published in Gazette of India, Extraordinary, Part-II, section-3 Sub-section (ii), dated 19th March, 2026
(herein after referred to as the said notification) and issued under sub-section (1) of section 20A of the
Railways Act, 1989 (24 of 1989) (herein after referred to as the said Act), the Central Government declares
its intention to acquire the land specified in the schedule annexed to the said notification for the purpose of
execution, maintenance, management and operation of Special Railway Project, namely, “Construction of
Road Over Bridge in lieu of closing of manned LC No ML-341 at Km 641/17-19 between Jadupudi(JPI) –
Sompeta(SPT) on the Howrah – Visakhapatnam Main Line of Visakhapatnam Division (Erstwhile Khurda
Road Division)" in the Srikakulam district state of Andhra Pradesh.

And whereas, the substance of the said notification was published in daily local newspapers namely
"Andhrajyothy" in Telugu (Srikakulam Edition) on dated 27th June, 2026 and “The Times of India" in
English (Visakhapatnam Edition) on dated 18th April, 2026 under sub- section (4) of section 20A of the said
Act and whereas no objection has been received from any person by the competent authority.

And whereas, no objection has been received from any person by the competent authority within the
stipulated period of 30 days under section 20A of the said act;

And whereas, in pursuance of sub-section (1) of section 20E of the said Act, the Competent Authority
has submitted its report to the Central Government.

Now therefore, upon receipt of the report of the Competent Authority, and in exercise of the powers
conferred by sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the
lands specified in the schedule annexed here to shall be acquired for the aforesaid purpose;

And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government
hereby declares that on publication of the notification in the official Gazette, the land specified in the schedule
annexed here to shall vest absolutely in the Central Government free from all encumbrances.
