This notification amends the Indian Bank Officer Employees' (Discipline and Appeal) Regulations, 1976, by substituting specific sub-regulations and the entire Schedule to modify disciplinary and appeal procedures and authority designations.

Detailed Summary

The Indian Bank, through its Board of Directors, exercising powers conferred by section 19 of the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), and after consultation with the Reserve Bank of India and with the previous sanction of the Central Government, has issued the Indian Bank Officer Employees' (Discipline and Appeal) Amendment Regulations, 2026. These regulations, published in Chennai on January 12, 2026, come into force on their publication date in the Official Gazette. The amendments primarily affect regulation (6) of the Indian Bank Officer Employees' (Discipline and Appeal) Regulations, 1976. Sub-regulation (3) is substituted to mandate that definite charges, along with statements of allegations, documents, and witnesses, be communicated to the Officer Employee, who must submit a written defence within fifteen days, with a maximum extension of forty-five days from receipt of charges. Sub-regulation (12) is replaced to require authorities to produce requisitioned documents (physical or digital) or a non-availability certificate within one month, with an exception for public interest or State security. A new clause (iii) is inserted into sub-regulation (21), stipulating that the Inquiring Authority must conclude inquiries and submit reports within six months of appointment, with provisions for seeking extensions not exceeding six months at a time from the Disciplinary Authority for recorded reasons. Furthermore, the entire Schedule of the said regulations is substituted, detailing the specific Disciplinary, Appellate, and Reviewing authorities for officers across various grades, from Junior Management Grade Scale I to Top Executive Grade Scale VIII. The original 1976 regulations were previously amended by notifications published on 13-05-1989, 18-07-1992 (Notification number 29, dated 24-06-1992), and 14-12-1996 (Notification number 50, dated 22-11-1996) in the Gazette of India, Part III, Section 4.
