NOTIFICATION
Visakhapatnam, the 12th August, 2026
NOTICE UNDER SECTION 20E OF THE RAILWAY ACT, 1989
S.O. 4466(E) .— Whereas, by the notification of the Government of India in the Ministry of Railways (East
Coast Railway, Construction Organisation), Notification No. S.O. 3739(E) dated 13th August, 2025, published in
the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated 21st August, 2025, issued under sub-
section (1) of Section 20A of the Railways Act, 1989 (24 of 1989), the Central Government declared its intention to
acquire the private lands specified in the Schedule annexed thereto; and by Notification No. S.O. 1005(E) dated
19th February, 2026, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated 25th
February, 2026, issued under the said sub-section, the Central Government declared its intention to acquire the
Government lands specified in the Schedule annexed thereto, for the purpose of execution, maintenance,
management and operation of the Special Railway Project, namely, "Construction of Road Over Bridge (ROB) in
lieu of closing of manned LC No. 354 at Km. 657/27-29 between Baruva (BAV) and Mandasa Road (MMS)
Stations on the Howrah-Visakhapatnam Main Line under Visakhapatnam Division (Erstwhile Khurda Road
Division)" in Srikakulam District, State of Andhra Pradesh.
And whereas, the substance of the said notifications was published under sub-section (4) of Section 20A of
the said Act in the following local daily newspapers:
(i) in respect of Notification No. S.O. 3739(E), in "Andhra Jyoti" (Telugu – Srikakulam & Visakhapatnam
Editions) on 11th September, 2025, "Sakshi" (Telugu – Srikakulam & Visakhapatnam Editions) on 12th September,
2025, and "Deccan Chronicle" (English – Visakhapatnam Edition) on 12th September, 2025; and
(ii) in respect of Notification No. S.O. 1005(E), in "Prajasakti" (Telugu - Srikakulam & Visakhapatnam
Editions) and "Deccan Chronicle" (English – Visakhapatnam Edition) on 25th March, 2026;
And whereas, no objection has been received from any person by the Competent Authority within the period
specified under sub-section (1) of Section 20D of the said Act.
And whereas, in pursuance of sub-section (1) of section 20E of the said Act, the Competent Authority has
submitted its report to the Central Government.
Now therefore, upon receipt of the report of the Competent Authority, and in exercise of the powers conferred by
sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the lands specified in the
schedule annexed here to shall be acquired for the aforesaid purpose;
And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby
declares that on publication of the notification in the official Gazette, the land specified in the schedule annexed here
to shall vest absolutely in the Central Government free from all encumbrances.
SCHEDULE
Brief description of the land to be acquired, with or without structures, falling within the Special Railway Project,
namely "Construction of ROB in lieu of closing of manned of LC NO-354 at KM 657/27-29 between Stations
Baruva (BAV) - Mandasa Rd. (MMS) on Howrah Visakhapatnam main line under Visakhapatnam Division
