Specifically, sub-regulations (3) and (12) of regulation (6) are substituted, and a new clause (iii) is inserted after clause (ii) in sub-regulation (21). The amended sub-regulation (3) outlines the process for the Disciplinary Authority to frame and communicate charges to an Officer Employee, requiring a written defence within fifteen days, extendable up to a maximum of forty-five days, and provides for document inspection. The revised sub-regulation (12) mandates authorities holding requisitioned documents (physical or digital) to produce them or issue a non-availability certificate to the Inquiring Authority within one month, with an exception for public interest or state security. The new clause (iii) of sub-regulation (21) stipulates that the Inquiring Authority must conclude an inquiry and submit its report within six months of appointment, allowing for extensions not exceeding six months at a time from the Disciplinary Authority for recorded reasons. Furthermore, the entire Schedule to the 1976 Regulations is replaced, outlining the designated Disciplinary, Appellate, and Reviewing Authorities for various officer grades, from Junior Management Grade Scale-I up to Top Executive Grade Scale-VIII.
