NOTIFICATION
Bengaluru, the 12th January, 2026
F. No. HR&PRW IRV IR&PS PP 18 2026 (E).— In exercise of the powers conferred by section 19 of the
Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970 (5 of 1970), the Board of Directors of
Canara Bank, after consultation with the Reserve Bank of India and with the previous sanction of the Central
Government, hereby makes the following regulations further to amend the Canara Bank Officer Employees' (Discipline
and Appeal) Regulations, 1976, namely:—
1. (1) These regulations may be called the Canara Bank Officer Employees' (Discipline and Appeal) Amendment
Regulations, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Canara Bank Officer Employees' (Discipline and Appeal) Regulations, 1976, (hereinafter referred to as the
said regulations) in regulation (6), —
(a) For sub-regulation (3), the following sub-regulation shall be substituted, namely:-
"(3) Where it is proposed to hold an enquiry, the Disciplinary Authority shall, frame definite and distinct
charges on the basis of the allegations against the Officer employee and the articles of charge, together with
a statement of the allegations, list of documents relied on along with a copy of such documents and list of
witnesses, if any, on which they are based, shall be communicated in writing to the Officer Employee, who
shall be required to submit, within such time as may be specified by the Disciplinary Authority not exceeding
fifteen days, or within, such extended time as may be granted by the said Authority, a written statement of
his defence:
Provided that under no circumstances, the extension of time for filing written statement of defence
shall exceed forty-five days from the date of receipt of articles of charge:
Provided further that wherever it is not possible to furnish the copies of documents, the
disciplinary authority shall allow the Officer employee to inspect such documents within a time specified in
this behalf.";
(b) for sub-regulation (12), the following sub-regulation shall be substituted, namely:-
"(12) On receipt of the requisition under sub-regulation (11), every authority having the custody or possession
of the requisitioned documents physically or digitally shall produce the same or issue a non-availability
certificate before the Inquiring Authority within a period of one month of the receipt of such requisition:
Provided that if the authority having the custody or possession of the requisitioned documents is
satisfied for reasons to be recorded by it in writing that the production of all or any of such documents shall
be against the public interest or security of the State, it shall inform the Inquiring Authority accordingly and
the Inquiring Authority shall on being so informed, communicate the information to the Officer Employee
and withdraw the requisition made by it for the production of discovery of such documents.";
(c) in sub-regulation (21), after clause (ii), the following clause shall be inserted, namely:-
"(iii) (a) the Inquiring Authority shall conclude the inquiry and submit its report within a period of six
months from the date of receipt of order of his appointment as Inquiry Authority;
(b) where it is not possible to adhere to the time-limit specified in clause (a), the Inquiring Authority
may record the reasons and seek extension of time from the Disciplinary Authority in writing,
who may allow additional time not exceeding six months at a time for completion of such inquiry;
(c) the extension for a period not exceeding six months at a time may be allowed for any good and
sufficient reasons to be recorded in writing by the Disciplinary Authority or any other Authority
authorised by the Disciplinary Authority on his behalf.".
3. In the said regulations, for the schedule, the following Schedule shall be substituted, namely:-
