Appointments to Senior Time Scale and above are primarily by promotion based on minimum qualifying service (e.g., four years for Senior Time Scale from Junior Time Scale, five years for Junior Administrative Grade from Senior Time Scale, eight years for Senior Administrative Grade from Junior Administrative Grade, etc.), with provisions for deputation if eligible officers are unavailable. Probation for direct recruits in the Junior Time Scale is two years. Rules cover definitions, constitution of the Service, grades and strength, method of recruitment, appointment, probation, promotion, non-functional upgradation (referencing DoP&T O.M. L.-33004/99 The Gazette of India CG-DL-E-30052025-263479 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY NEW DELHI, FRIDAY, MAY 30, 2025/JYAISTHA 9, 1947 3532 GI/2025 (1) MINISTRY OF FINANCE (Department of Expenditure) NOTIFICATION New Delhi, the 30th May, 2025 G.S.R. 354(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Indian Civil Accounts Service (Group 'A') Recruitment Rules 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the recruitment to the Indian Civil Accounts Service in the Department of Expenditure, under the Ministry of Finance, namely:- 1. Short title and commencement.- (1) These rules may be called the Indian Civil Accounts Service (Group 'A') Rules, 2025. (2)They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) "appointed day" means the date on which these rules come into force; (b) "Commission" means the Union Public Service Commission; (c) "Controlling Authority" means the Government of India, Ministry of Finance (Department of Expenditure); (d) "Departmental Promotion Committee" means a Committee constituted to consider promotions in any grade of the Service specified in Schedule I of these rules and the composition of such Committee shall be as specified in Schedule III of these rules; (e) "Departmental Confirmation Committee" means a committee constituted to consider the probation and confirmation in the grade of Junior Time Scale and its composition shall be as specified in Schedule III of these rules; (f) "Duty Posts" means permanent post, included in Schedule I of the rules; (g) "Examination" means the Civil Services Examination conducted by the Commission for recruitment to the Indian Civil Accounts Service and such other Service or Services as may be specified by the Commission from time to time; (h) "Government" means the Central Government; (i) "Grade" means a grade of the service; (j) "OBC" shall comprise Other Backward Classes having the same meaning and applicability as laid down in the O.M. No. 36012/22/93-Estt. (SCT) dated 08.09.1993, of the DoP&T, as amended from time to time; (k) "Regular Service” in relation to any grade means the period or periods of service in that grade rendered after selection and appointment on regular basis to that grade and includes any period or periods: (i) taken into account for purpose of seniority in the case of those already in service at that time of notification of these rules; (ii) during which an officer would have held a post in that grade but for being on leave or otherwise not being available for holding such posts; (l) "Schedule" means a Schedule attached to these rules; (m) "Scheduled Castes" and "Scheduled Tribes" shall respectively have the same meanings as in clauses (24) and (25) of article 366 of the Constitution; (n) “Screening Committee” means a committee constituted as specified in Schedule III of these rules to consider placement in the Non-Functional Selection Grade of the Junior Administrative Grade or grant of Non- Functional Upgradation (NFU) in any grade; (o) "Service" means the Indian Civil Accounts Service, which shall consist of the posts or grades or time scales mentioned in Schedule-I to these rules; (p) "Vacancy Year" means Calendar Year or any other period as notified by the government from time to time. 3. Constitution of the Service.- (1) The Service shall consist of the following persons, namely:- (i) All the existing officers holding appointment on regular basis in the Indian Civil Accounts Service in their respective grades on the appointed day; (ii) Persons appointed to the Service in accordance with the provisions of these rules. (2) All the posts included in the Service shall be classified as Group 'A' posts. (3) The regular service of the officers referred to in clause (i) of sub-rule (1) before the commencement of these rules shall be counted for the purpose of probation, confirmation, qualifying service for promotion and seniority in the Service. (4) The cadre of Service shall be controlled by the Controlling Authority. 4. Grades and authorised strength of the Service.- (1) The grades, authorised strength and pay matrix of various grades of the duty posts of the Service on the appointed day shall be as specified in the Schedule-I. (2) After the appointed day, the authorised strength of the duty posts of various grades of the Service shall be such as may, from time to time, be determined by the Government (M/o Finance & D/o Personnel & Training) through established procedure. (3) The authority competent to make an appointment to a grade may make permanent or temporary additions to that grade, through the established procedure determined by the Government (M/o Finance and D/o Personnel & Training), as it may deem necessary from time to time subject to any general or special order that may be issued by the President. 5. Method of Recruitment.- (1) Any vacancy in any of the grades specified in Schedule I after the notification of these rules shall be filled in the manner hereinafter provided in this rule, namely:- (i) By Direct Recruitment – By direct recruitment in the Junior Time Scale on the basis of the Civil Services Examination conducted by the Commission in accordance with the rules for said exam notified by the Government/ Commission. 50% of the vacancies in the grade of Junior Time Scale shall be filled by Direct Recruitment. (ii) By promotion of officers from Central Civil Accounts Service – 50% of the vacancies in the grade of Junior Time Scale shall be filled by promotion on selection basis from amongst Senior Accounts Officers in Group 'A' of the Central Civil Accounts Service in level 10 in the pay matrix (Rs. 56100-177500) with three years' regular service in the grade on the recommendations of the Departmental Promotion Committee, as specified in Schedule-III. (2) Appointments to the posts or grades at the level of Senior Time Scale and above in the Service shall be made by promotion in accordance with Schedule-II. (3) In the event of non availability of eligible officers by promotion, the Government may, fill the duty posts of Junior Administrative Grade and Senior Time Scale grades on deputation basis for specified period, from the officers of Ministries/ Departments of the Central Government as per the criteria, eligibility, terms and conditions in accordance with Schedule-II: Provided that the period of deputation shall ordinarily be for a period not exceeding three years. 6. Appointment to the Service.- All appointments to the Service shall be made by the Government as per provisions of Scheduled-II. 7. Probation.- (1) Every officer recruited to the grade of Junior Time Scale by Direct Recruitment shall be on probation for a period of two years:- i. Provided that the Controlling Authority may extend the period of probation in accordance with the instructions issued by the Government from time to time. ii. Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period. (2) On completion of the period of probation or any extension thereof, officers shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed in the due course against the available substantive vacancies, as the case may be. (3) If, during the period of probation or any extension thereof, as the case may be, Government is of the opinion that an officer is not fit for permanent appointment, Government may discharge or revert the officer to the post held by him prior to his appointment in the service, as the case may be. (4) During the period of probation, or any extension thereof, candidates may be required by the Government to undergo such courses of training and instructions and to pass examinations, and tests (including examination in Hindi) as the Government may deem fit, as a condition to satisfactory completion of the probation. (5) During the period of probation, passing of Foundation Course shall be mandatory for probationers. (6) As regards other matters relating to probation, the members of the Service will be governed by the instructions issued by the Government in this regard from time to time. 8. Promotion.- (1)(a) The field of selection and eligibility criteria for promotion to various grades of the Service shall be as specified in Schedule-II. (b) Appointments to the posts of Senior Time Scale and above (except for Non Functional Selection Grade, where appointment is made through placement), in the Service shall be made by promotion from amongst the officers in the next lower grade with the minimum qualifying service as specified in Column 4 of Schedule-II. (2) Appointment of officers to Non-Functional Selection Grade (level-13) shall be made as placement on the basis of seniority, subject to suitability on the recommendations of the Committee consulted for this purpose in accordance with Schedule-II (A). 9. Non-Functional Upgradation.- (1) Non-functional upgradation to officers of Indian Civil Accounts Service in various grades (upto Higher Administrative Grade Level) of the service, shall be granted to eligible officers on the recommendations of the Screening Committee as specified in Schedule III of the rules, whenever an Indian Administrative Service Officer of the State or Joint Cadre is posted at the Centre to a particular grade carrying pay in a specific level in the pay matrix, the officers belonging to batches of the organised Group 'A' services that are senior by two years or more and have not so far been promoted to that particular grade would be granted the same grade on non-functional basis from the date of posting of Indian Administrative Service Officers in that particular grade at the centre, in terms of provisions of Annexure-I to Department of Personnel and Training Office Memorandum No. AB.14017/64/2008-Estt.(RR) dated the 24th April, 2009, as amended from time to time, and on the recommendations of the Departmental Screening Committee constituted in accordance with Schedule III. (2) As prescribed in the orders and instructions issued on the matter by the Government, all the terms and conditions, including prescribed eligibility criteria and promotional norms such as 'benchmark' for promotion to a particular grade of Indian Civil Accounts Service, etc. shall have to be met at the time of screening for grant of higher pay-scale. (3) The 'Batch' of Indian Civil Accounts Service Officers for determining their eligibility for grant of non- functional upgradation would be decided as follows:- (i) In respect of directly recruited officers in the entry grade (Junior Time Scale), the `Batch' year shall be the year following the year in which competitive examination was held through which they were selected. The batch of the officer promoted to subsequent grades of the Service would remain the same for the purpose of grant of non-functional upgradation in different pay levels, provided the officer is not superseded due to any reason. In case an officer is superseded, the officer would be considered along with the 'Batch' with which his seniority is fixed. (ii) In respect of promotee officers inducted into the Service through promotion in the entry grade (Junior Time Scale), the batch year shall be the 'Batch' of the directly recruited officers, with whom their seniority is clubbed in the Indian Civil Accounts Service. The batch of the officer promoted to subsequent grades of the Service would remain the same for grant of non-functional upgradation in different pay levels, provided the officer is not superseded due to any reason. In case an officer is superseded, the officer would be considered along with the 'Batch' with which his seniority is fixed. 10. Seniority.- (1) The determination of seniority of direct recruits and promotees and inter-se seniority between direct recruits and promotees shall be governed by the principles provided in the instructions, issued by the Department of Personnel and Training on seniority from time to time. (2) Senior Accounts Officers on their promotion to Junior Time Scale of the Service will be given two years' weightage in seniority and placed en-bloc below the junior most direct recruit of that year. 11. Liability for transfer.-Officers of the service shall be liable for transfer anywhere in India and outside. 12. Disqualifications.- No Person; (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to service: Provided that the Government may, if, satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 13. Power to issue certain orders.- The Government may issue orders, not inconsistent with these rules, to provide for all matters, for which provision is necessary or expedient for the purpose of giving effect to these rules. 14. Power to relax.- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any clause or category of persons. 15. Saving.- Nothing in these rules shall effect reservation, relaxation of age limit and other concessions required to be provided for the Schedule Castes, the Schedule Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. 16. Interpretation.- If any question arises as to the interpretation of these rules it shall be referred to the Government who shall decide the same in consultation with the Commission. 17. Residuary matters.- In regard to matters not specially covered by these rules or orders made or issued these under or by special orders, the members of the Service shall be governed by the rules, regulations and orders applicable to the Central Civil Services in general. Note II: The crucial date for determining eligibility service for promotion to various grades in the service shall be the 1st January of the vacancy year. Note III: The period of deputation including the period of deputation in the another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall be ordinarily not exceed three years or will be as per extant rules of Department of Personnel & Training in this regard. Note IV: The Maximum age limit for appointment by deputation shall not exceed fifty six years as on the closing date of receipt of application.
