Detailed Summary

This notification, G.S.R. 266(E), issued by the Ministry of Coal on April 24, 2025, establishes the Ministry of Coal, the Coal Controller's Organisation, Deputy Coal Controller (Group 'A' Post), Recruitment Rules, 2025. These rules, effective upon publication in the Official Gazette, regulate the recruitment method for the Deputy Coal Controller post, superseding prior rules concerning this position. The post is classified as Group 'A', Gazetted, Non-Ministerial, Selection, with 2* posts (subject to variation) and a pay level of Level-13 (Rs. 123100-215900). Deputation is for officers from government/PSUs/etc. holding analogous posts or with relevant service in Level-12, possessing the same educational qualifications and ten years' experience (four years post-certificate in Coal Industry). Maximum age for deputation is fifty-six years, and the term is typically five years. The rules also cover disqualifications, relaxation powers (with UPSC consultation), and savings for reservations/concessions. A Departmental Promotion Committee is outlined, but UPSC consultation is not required for recruitment.
