NOTIFICATION
New Delhi, the 28th January, 2025
S.O. 515(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the
Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E),
dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central
Government hereby constitutes the State Level Environment Impact Assessment Authority,
Arunachal Pradesh (hereinafter referred to as the Authority) comprising of the following Members,
namely:—
(i) Dr. Unnamatla. Prakasham,

(ii) Prof. Dr. Tomo Riba,
Vice Chancellor,
Arunachal Pradesh University Hill-Top,

Climate Change)

2. The Chairman and Members of the Authority shall hold office for a period of three years from
the date of publication of this notification in the Official Gazette.
3. The Authority shall exercise such powers and follow such procedures as specified in the said
notification.
4. The Authority shall take its decision on the recommendations of the State Level Expert Appraisal
Committee constituted under paragraph 6 for the State of Arunachal Pradesh.
5. All decisions of the Authority shall be taken in a meeting and shall ordinarily be unanimous:
Provided that, in case a decision is taken by majority, the details of views, for and against it, shall
be clearly recorded in the minutes and a copy thereof sent to the Central Government.
6. The Central Government, in consultation with the State Government of Arunachal Pradesh, for
the purpose of assisting the Authority, hereby constitutes the State Level Expert Appraisal
Committee, Arunachal Pradesh (hereinafter referred to as the Committee), comprising of the
following Members, namely:—

7. The Chairperson and Members of the Committee, shall hold office for a period of three years
from the date of publication of this notification in the Official Gazette.
8. The Committee shall exercise such powers and follow such procedure as specified in the said
notification.
9. The Committee shall function on the principle of collective responsibility and the Chairperson
shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of
the majority shall prevail.
10. In order to avoid any conflict of interest,–
(i) the Chairman and Members of the Authority and the Chairperson and Member of the Committee
shall,—
(a) declare to which consulting organisation they have been associated with and also the project
proponents;
(b) not undertake any consultation or associate with regard to preparation of Environment Impact
Assessment and Environment Management Plan for project, which is to be decided by the Authority
or to be appraised by the Committee during their tenure; and
(ii) if the Chairman or any Member of the Authority or the Chairperson or Member of
the Committee has provided consultancy services or conducted Environment Impact Assessment
studies for any project proponent during the preceding five years, in that event they shall recuse
themselves from the meetings of the Authority or the Committee in the process of appraisal of any
project proposed by such proponents.
11. The State Government of Arunachal Pradesh shall specify an agency to act as Secretariat for the
Authority and the Committee and the Secretariat shall provide financial and logistic support
including accommodation, transportation and such other facilities in respect of their functions under
the said notification.
12. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of
the Authority and the Chairperson or Member of the Committee, shall be paid in accordance with
the provisions of relevant rules of the State Government of Arunachal Pradesh.
