The Ministry of Road Transport and Highways, through Notification S.O. 1600(E) dated March 25, 2026, has levied fees for the use of the Four Lane of Rampur-Rudrapur Section of NH-09, spanning from Km. 449.050 to Km. 490.550 (Design Ch. 00.000 to Ch. 41.500) and from Km. 13.450 to Km. 55.876 (Design Ch. 50.800 to Ch. 93.226), including the Rudrapur Bypass from Design Km. 00.000 to Km. 20.640, located in Uttar Pradesh and Uttarakhand. This action is taken under Section 7 of the National Highways Act, 1956 (48 of 1956) and Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, superseding previous notifications S.O. 3108 (E) dated 10.09.2020 and S.O. 4959 (E) dated 13.11.2024. The Central Government authorizes the National Highways Authority of India to collect these fees. Fees are levied at 100% of the base rates (from Table-1, base year 2007-08) for a net road section length of 48.579 km and an equivalent structure length of 12.660 km (actual 1.266 km) for four or more lane sections. For bypasses costing Rs 10 crore or more, a rate of 150% of the base rate applies to a length of 39.591 km. For two-lane sections with paved shoulders, a 60% base rate applies to 3.525 km, and a 90% base rate for bypasses of 3.65 km costing Rs 10 crore or more. Base rates range from Rs 0.65 for Car/Jeep/Van/LMV to Rs 4.20 for Oversized Vehicles (seven or more axles). Fee plazas are located near Koyla village in Rampur district, Uttar Pradesh (km. 460.320 of NH-09) and near Nagla village in Udham Singh Nagar District, Uttarakhand (km. 24.150 of NH-109). A monthly pass for non-commercial vehicles within 20 km of a fee plaza costs Rs. 340/- for 2025-26. Commercial vehicles registered in the district where the fee plaza falls pay 50% of the specified rate if no alternative road is available. Overloaded vehicles are subject to fees as per sub-rule 1A of rule 10 and must remove excess load. The estimated capital cost of the project is Rupees 4223.62 crore.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometres from the fee plaza is Rs. 340/- (Rs. Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of the said rules. 5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely: - TABLE-5 Amount Payable | Maximum number of one-way journeys allowed | Period of validity One and half times of the fee for one way journey | Two | Twenty-four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys | Fifty | One month from date of payment 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is Rupees 4223.62 crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
