L.-33004/99 The Gazette of India CG-DL-E-27062025-264206 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 379] NEW DELHI, FRIDAY, JUNE 27, 2025 /ASHADHA 6, 1947 MINISTRY OF COMMERCE AND INDUSTRY (Department For Promotion Of Industry And Internal Trade) NOTIFICATION New Delhi, the 25th June, 2025 G.S.R. 422(E). — Whereas, the draft of certain rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016, were published, vide notification of the Government of India in the Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) number, G.S.R. 226 (E), dated 15th April, 2025 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), inviting objections or suggestions from all persons likely to be affected thereby before the expiry of a period of thirty days from the date on which the copies of the Gazette containing the said notifications were made available to the public; And Whereas, the copies of the said Gazette notifications were made available to the public on the 15th April, 2025; And Whereas, no objection or suggestions received from the public within the said period; Now, therefore, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Static and Mobile Pressure Vessels (Unfired) Rules, 2016, namely:- 1. Short title and commencement.—(1) These rules may be called the Static and Mobile Pressure Vessels (Unfired) (Amendment) Rules, 2025. (2) They shall come into force on the date of their final publication in the Official Gazette. 2. In the Static and Mobile Pressure Vessels (Unfired) Rules, 2016 (hereinafter referred to as said rules), in rule 13, in sub rule (1),- (i) after the letters and figures “AD:2000”, the following shall be inserted, namely:- "ASME BPV Section VIII Division 3" (ii) after the words "Chief Controller", the following shall be inserted, namely:- "and in the case of pressure vessel for storage and transport of hydrogen, the pressure vessel shall conform to the following standards accepted by the Chief Controller: a. ISO 17081: method of measurement of hydrogen permeation and determination of hydrogen uptake and transport in metals by an electrochemical technique; b. ISO 10587: Metallic and other inorganic coatings — test for residual embrittlement in both metallic-coated and uncoated externally-threaded articles and rods — Inclined wedge method; c. ISO 16573: Steel — measurement method for the evaluation of hydrogen embrittlement resistance of high strength steels Part 1: Constant load test; d. ISO 15330: Fasteners — preloading test for the detection of hydrogen embrittlement — Parallel bearing surface method.". 3. In the said rules, in rule 18, after sub rule (5), the following shall be inserted, namely:- "(6) The valves for cryogenic pressure vessels of hydrogen shall conform to the provisions of ISO- 21011 or any code accepted by Chief Controller.". 4. In the said rules, in rule 19, after sub rule (6), the following proviso shall be inserted, namely:- "provided that in the case of pressure vessel for hydrogen service, the fitness for service of the pressure vessel shall be carried out as per API 579 Assessment Standards along with the relevant provisions of the standards specified in rule 13 or any other standard accepted by the Chief Controller.". 5. In the said rules, in rule 38, after sub rule (3), the following sub rule shall be inserted, namely:- "(4) The pressure vessel for transport of cryogenic hydrogen shall also conform to the relevant provisions of ISO 228-1 or ISO 7-1 or any other code as accepted by the Chief Controller."
