L. -33004/99 EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4042 ] NEW DELHI, FRIDAY , SEPTEMBER 22 , 2023/ BHADRA 31, 1945 CG-DL-E-26092023-248960 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 2 1st September, 2023 S.O. 4 210(E).— In exercise of the powers conferred by sub -section (3) of Section 58 and sub -Section 3(a) of Section 110 of the Motor Vehicles Act, 1988, the Central Government hereby accords approval for period of twelve months from the date of issue of th is notification for transportation of ‘Vacuum Splitter’ and ‘HC Flare Kod’ from Mundra/Kandla Port, Gujarat to IOCL, DHDT Project, Panipat, Haryana by road with maximum safe laden weight/Gross Vehicles Weight and dimensions, as mentioned in the schedule a ppended hereto. SCHEDULE 1. M/s MFC Transport Private Limited is the transporter of M/s L&T Energy Hydrocarbon Limited , for transportation of ‘Vacuum Splitter’ and ‘HC Flare Kod’ for the aforesaid movement. 2. The above relaxation is subject to the conditions that: - i. The specific route for transportation of the over dimension al consignments will be from Mundra/Kandla Port, Gujarat to IOCL, DHDT Project, Panipat, Haryana by road through - Mundra/Kandla port – Gandhidham – Bhachau – Samakhaiali - Adesar - Radhanpur - Kalol - Kansari - (Rajasthan) -Kuchavada – Mandar – Sirohi – Pali – Jodhpur – Nagaur - Ladnin - Churu – Sadulpur – Siwani – (Haryana) – Hisar –Barwala – Surewala – Narwana - Jind - Naguran - Assandh – Salwan – Ballah – Munak -IOCL panipat – (Total 1330 KMS Approx) ii. Load restrictions on various roads and bridges stipula ted by the Public Works Department/Local Authorities/National Highway Authority of India will be observed and permission of such authorities will be obtained before the vehicles are put on the roads. Movement of the trailers will be approved and closely monitored by the concerned road authorities in State/Union Territory/National Highway Authority of India from safety point of view. iii. The transporter will observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf. iv. The transporter will obtain necessary prior permissions from the concerned departments of the State/Union Territory Government for the removal of any objects like hoardings, poles, signboards, transmission line shutdown et c. and observe such restrictions as the State/Union Territory Government/National Highway Authority of India may by order specify in this behalf, before the vehicles are put on road. Cost of removal and redevelopment of any object permitted by the State/Un ion Territory Government shall be borne by the M/s MFC Transport Private Limited. v. The transporter will give intimation at least ten days in advance and would need to obtain permission before commencement of transit, from concerned authority of State or Uni on Territory Authorities/National 5. For each such movement, the timing should be prescribed by the concerned authority. vi. If so directed by the Public works Department of a State/Union Territ ory/National Highway Authority of India, the loaded vehicles will not be allowed to pass over or under the bridges on the roads in that State/Union Territory and in such cases applicants will have to make their own arrangements to cross the rivers/drains. vii. The transporter would be liable to pay such amount to the Government of State/Union Territory/National Highway Authority of India or any other affected person where any damage is caused to the roads or road structures/bridges/other road users/persons direc tly or indirectly due to the movement of the trailers. viii. Coupling of the trailers along the length of the road will be permissible only for above movements. ix. The said vehicles should be moved without any hindrance to the normal flow of traffic. x. The vehicles s hould display all danger flags and lights, the vehicles should be preceded and followed by a vehicle displaying prominently that a heavy load is passing. xi. The maximum speed of the trailers for movement on the road shall not exceed 5 km/hr. xii. The trailers shal l be painted for the entire width by yellow and black zebra stripes on the front and rear sides duly marked for night time driving/parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme p osition of the vehicle clearly. xiii. The transporter will ensure that road taxes have been paid, fitness certificate, insurance cover(including Third Party Insurance), National Permit, and PUC have been obtained in respect of all the vehicles to be utilized during the above movement. xiv. No change will be made in the Registration Certificates of the Trailers and Prime Movers as they are already registered in the state of Gujarat and Maharashtra. xv. In case of issues arising of any vehicle(s) or part of vehicle(s) out s ourced from other registered owners, the transporter shall bear responsibility for the same. xvi.
