The Rampur Raza Library Board, under clause (e) of Section 28 of the Rampur Raza Library Act, 1975 (22 of 1975), and with the approval of the Central Government, has notified (No. 26-4/2020-Lib., dated 22 December 2023) the Ministry of Culture, Rampur Raza Library (Director) Recruitment Regulations, 2023, superseding the earlier Ministry of Culture, Rampur Raza Library, Director, Recruitment Regulations, 2023, to govern recruitment to the single post of Director, classified at Level-14 in the pay matrix (Rs. 144,200-218,200, subject to variation with workload), filled by deputation for three years (extendable up to seven years with Board approval) from officers with two years' service in Level 13A (Rs. 131,100-216,600) or three years in Level 13 (Rs. 123,100-215,900), or by short-term contract of the same duration; essential qualifications include a Master's degree and Ph.D. in Arabic, Persian, Urdu, Hindi, Sanskrit, History (preferably Medieval or Islamic Studies) or a similar social science discipline, with desirable qualifications in Library/Information/Computer Science, published research, and relevant teaching, research or library administration experience. The Regulations bar appointment of persons in bigamous marriages (subject to Central Government exemption for personal-law-permitted marriages), allow the Central Government to relax provisions, preserve reservation/relaxation benefits for Scheduled Castes, Scheduled Tribes, ex-servicemen and other categories, set a maximum deputation age of 56 and short-term contract age of 67, and specify a five-member Search-cum-Selection Committee chaired by the Board Chairman with an Additional Secretary-level Ministry of Culture officer, a Board-nominated member, a co-opted subject expert, and a Governor's Secretariat (Uttar Pradesh) nominee. No. 26 -4/2020 -Lib.––In exercise of the powers conferred by clause (e) of section 28 of the Rampur Raza Library Act, 1975 (22 of 1975) and in supersessio n of the Ministry of Culture, Rampur Raza Library, Rampur, Director, Recruitment Regulations, 2023, except as respects thin gs done or omitted to be done before such supersession, the Rampur Raza Library Board, with the approval of the Central Government, hereby makes the following regulations, to regulate the method of recruitment to the post of Director in the Rampur Raza Li brary, Rampur, namely : –– 1. Short title and commencement. —(1) These regulations may be called the Ministry of Culture, Rampur Raza Library (Director) Recruitment Regulations, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age -limit, qualifications, etc. —The method of recruitment, age -limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualificat ion. – No person, — (a) who has entered into or contracted a marriage with a person ha ving a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissib le under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any person from the operation o f this regulation. 5. Power to relax. – Where the Central Government is of the opin ion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respe ct to any class or category of persons. 6. Saving. – Nothing in these regulations shall affect reservation, relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex -servicemen and other spec ial categories of persons in accordance with the orders issued by the Central Government f rom time to time in this regard. (A) Deputation from amongst: Officers of th e Central Government or State Governments or Union Territory Administrations or statutory or autonomous organisations funded by the Central Government or State Government or Universities or recognized research institutions - (a.) (i) holding analogous pos ts on regular basis in parent cadre or department; (ii) with two years service in the grade rend ered after appointment there on regular basis in a post in Level 13A in the pay matrix (Rs.131100 -216600) or equivalent in the parent cadre or department ; or with three years service in the grade rendered after appointment there on regular basis in a post in Level 13 in the pay matrix (Rs. 123100 - 215900) or equivalent in the parent cadre or department; and (b.) possessing the following qualifications a nd experience as under: Essential qualification: (i) A renowned scholar in Arabic or Persian or Urdu or Hindi or Sanskrit or History preferably in Medieval History or Islamic Studies or similar discipline of Social Science; (ii) possessing Master degree in any of the above disciplines from a recognised University or institute; (iii) Degree of Ph .D. in any of the subjects as mentioned under the essential qualification above; Desirable qualification: (i) Degree or diploma in Library Science or Library an d Information Science or Computer Science or Data Processing from a recognised University or institute; (ii) having published books or research papers on the relevant topic; and (iii) having relevant experience of teaching or research or administratio n in a comparable library, University or other teaching or research institution. (B) Short -Term Contract: In case of appointment by short -term Contract, Qualification and experience shall be as are specified for deputation. Note 1: (a) The age -limit for de putation shall not exceed fifty six years. (b) The age-limit for short term contract shall not exceed sixty seven years. Note 2: The crucial date for determining the age limit shall be the normal closing date for receipt of application from th e candidates in India. Note 3: The qualification or experience may be relaxed on the basis of recommendation of the Search -cum-Selection Committee. Note 4: The period of deputation, including the period of deputation in another ex -cadre post held immediate ly preceding this appointment in the same or other organisati on or department shall not ordinarily exceed seven years. (12) (13) Search -cum-Selection Committee: (1) Chairman, Rampur Raza Library Board – Chairman; (2) an officer of the Ministry of Culture not below the rank of Additional Secretar y to the Government of India - Member; (3) a member to be nominated by the Rampur Raza Library Board amongst themselves - Member; (4) an expert on the subject to be co -opted with t he approval of the Ch airman of the Rampur Raza Library Board - Member; (5) an officer of Governor’s Secretariat, Uttar Pradesh to be nominated by the Chairman, Rampur Raza Library Board - Member.
