Core Purpose

This notification amends the previous notification establishing the Eco-Sensitive Zone around Mookambika Wildlife Sanctuary, specifically regarding the Monitoring Committee.

Detailed Summary

This notification from the Ministry of Environment, Forest and Climate Change amends the earlier notification S.O. 1176(E) dated 13th April, 2017, which declared the Eco-Sensitive Zone around Mookambika Wildlife Sanctuary in Karnataka. The amendment involves substituting paragraphs 5 and 6 of the principal notification. The revised paragraph 5 details the constitution of a Monitoring Committee formed by the Central Government. This committee includes the Regional Commissioner, Mysore (Chairman); Members of Legislative Assembly from Sagara, Thirthahalli, Byndoor, and Kundapur constituencies; representatives from the Karnataka Government's Departments of Environment and Urban Development; the Regional Officer of the Karnataka State Pollution Control Board; Deputy Commissioners or their representatives from Shivamogga and Udupi districts; an expert in ecology/wildlife; a representative from a relevant non-governmental organisation; a member of the Karnataka State Biodiversity Board; and the Deputy Conservator of Forests, Kudremukh Wildlife Division, Karkala (Member Secretary). The new paragraph 6 outlines the functions of this committee, including scrutinising activities within the Eco-sensitive Zone based on site conditions, referring scheduled activities requiring prior environmental clearances to the Central Government or State Environment Impact Assessment Authority, and referring non-scheduled activities to concerned regulatory authorities. The committee or designated members are competent to file complaints under Section 19 of the Environment (Protection) Act, 1986. The committee may invite experts or stakeholders and must submit an annual action taken report by June 30th each year.
