The Ministry of Finance, Department of Financial Services, issued notification G.S.R. 639(E) on September 16, 2025, exercising powers under clause (a) of sub-section (2) of section 51 read with sub-section (3) of section 5 of the Pension Fund Regulatory and Development Authority Act, 2013 (23 of 2013). These rules, titled the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Amendment Rules, 2025, amend the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Rules, 2014, and come into force on their publication date in the Official Gazette. Key amendments to rule 5 include: the Chairperson now has an option to receive pay as admissible to a Secretary to the Government of India or a consolidated salary of Rs. 5,62,500 per month (without house and car facility); every whole-time member has an option for pay as an Additional Secretary or a consolidated salary of Rs. 5,00,000 per month (without house and car facility). A new sub-rule (3) in rule 5 specifies that if a Chairperson or whole-time member, retired from Central or State Government service, opts for the GOI pay and receives retirement benefits, their pay and allowances will be reduced by the gross amount of these benefits. A new rule 5A, 'Dearness allowance,' is inserted, stating that those opting for GOI pay will receive dearness allowance at rates admissible to a Group 'A' Officer of the Central Government. Furthermore, a new rule 6A is inserted regarding accommodation: if the Chairperson or a whole-time member opts for the Central Government pay structure, the Ministry of Housing and Urban Affairs will confirm the provision of General Pool Residential Accommodation; in case of non-allotment, HRA will be granted as per Central Government instructions, and occupants will bear charges for water, electricity, and fuel. Rule 6A does not apply to those opting for a consolidated salary. (1) These rules may be called the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Amendment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Rules, 2014, (hereafter referred to as the said rules) in rule 5, - (a) for sub-rules (1) and (2), the following sub-rule (s) shall be substituted, namely : - "(1) The Chairperson shall have an option to receive pay as admissible to a Secretary to the Government of India or a consolidated salary of Rs. 5,62,500 per month without facility of house and car. (2) Every whole-time member shall have an option to receive pay as admissible to an Additional Secretary to the Government of India or a consolidated salary of Rs. 5,00,000 per month without facility of house and car"; (b) after sub-rule (2), the following sub-rule shall be inserted, namely: - "(3) In the case of an appointment of a person as the Chairperson or a whole-time member shall have an option to receive pay as admissible to a Secretary or Additional Secretary to the Government of India, respectively, who has retired from service under the Central Government or the State Government, as the case may be, and who is in receipt of, or has received, or has become entitled to receive any retirement benefits by way of pension, gratuity, employer's contribution to the Contributory Provident Fund or other Funds or retirement benefits, the pay and allowances of such Chairperson or member shall be reduced by gross amount of pension and pension equivalent of gratuity or employer's contribution to the Contributory Provident Fund or any other form of retirement benefits, if any, drawn or to be drawn by him". 3. In the said rules, after rule 5, the following rule shall be inserted, namely:- "5A. Dearness allowance. - The Chairperson or a whole-time member who has opted pay as admissible to a Secretary or Additional Secretary to the Government of India, respectively, shall receive dearness allowance at the rates admissible to a Group 'A' Officer of the Central Government". 4. In the said rules, after rule 6 the following rule shall be inserted, namely: - “6A. (1) In case the Chairperson or a whole-time member opts for Central Government pay structure, it may be confirmed from the Ministry of Housing and Urban Affairs whether General Pool Residential Accommodation may be provided and in case of non-allotment of General Pool Residential Accommodation, the HRA may be granted as per extant instructions issued by the Central Government in this behalf. (2) Charges for water, electricity and fuel consumed in the house shall be borne by the occupant of the house.
