Label fees, specified in Schedule A for mandatory appliances and Schedule B for voluntary appliances, are payable quarterly within fifteen days of quarter closure, along with a production statement. A certified reconciliation of production data must be submitted within two months of the financial year's closure. Failure to pay label fees within the specified period may result in recovery with ten percent per annum interest from the security deposit, and if not recovered within one year, the Bureau may cancel labels and publish the permittee's name as a defaulter. Permittees are entitled to a refund of the label security deposit within thirty days of written intimation upon ceasing manufacture, subject to Regulation 7(4). All payments must be made through an acceptable electronic payment mode. Objections or suggestions regarding these draft regulations are invited within thirty days from the date of publication and may be addressed to the Director-General of Bureau of Energy Efficiency, Ministry of Power, 4th Floor, Sewa Bhawan, R. The proposed draft regulations are hereby published in the Gazette of India, Extraordinary, as required by sub-section (1) of section 38 of the said Act, for the information of all the persons likely to be affected thereby and inviting their suggestions and objections in respect thereof; and it is hereby given that the said draft regulations shall be taken into consideration on or after the expiry of a period of thirty days from the date of their publication in the Gazette of India, Extraordinary. Objections or suggestions, if any, may be addressed to the Director-General of Bureau of Energy Efficiency, Ministry of Power, 4th Floor, Sewa Bhawan, R. K. Puram, Sector-1, New Delhi-110066 through post and email at helpdesk@beeindia.gov.in. Objections or suggestions which may be received from any person with respect to the said draft regulations before the expiry of the period of thirty days specified in para 1 above shall be taken into consideration by the Bureau of Energy Efficiency. **1. Short title and commencement.-** (1) These regulations may be called theBureau of Energy Efficiency (Labelling Fees) Regulations, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. **2. Definitions.-** (1) In these regulations, unless the context otherwise requires,— (a) “Act” means the Energy Conservation Act, 2001(52 of 2001); (b) “Label” means any written, printed, marked, stamped or graphic matter affixed to, or appearing upon, mandatory appliance or voluntary appliance as the case may be; (c) “Mandatory Appliances” shall include appliances or equipment as specified under Schedule A of these regulations as amended from time to time. (d) “Permittee” means a person or agency to whom permission has been granted to affix label. (e) “Voluntary Appliances” shall include appliances or equipment specified under Schedule B of these regulations as amended from time to time. (2) Words and expressions used herein and not defined, but defined in the Act, shall have meanings respectively assigned to them in the Act. **3. Objective.-** The objective of these Regulations is to establish a framework for the levy and collection of fees from permittees of Mandatory and Voluntary appliances, in order to support and sustain the implementation of Standards and LabellingProgramme by the Bureau. **4. Applicability.-**These regulations shall be applicable to all appliances or equipment as specified under Schedule A and Schedule B annexed to these Regulations. **5. Company registration.-** (1) For the purpose of company registration, every company that manufactures or imports Mandatory Appliances or Voluntary Appliances shall pay to the Bureau a one-time application fee of five thousand rupees. (2) Once registered, the companies may manufacture or import Mandatory Appliances or Voluntary Appliances or both, subject to compliance with applicable regulations. **6. Label Security Deposit.-**For the purposes of appliance registration every permittee shall pay to the Bureau a label security deposit of five lakh rupees per appliance. Provided that in case of small-scale industry, the label security deposit shall be one lakh rupees only. **7. Label Permission Fee.-**(1) For the purposes of acquiring permission to affix labels on models, every permittee shall pay to the Bureau an application fee of five thousand rupees per application. **8. Label Permission Renewal Fee.-** (1) To renew permission for continuance to affix label on the permitted model where the star ratings or endorsement label have been revised, each permittee shall pay to the Bureau a fee of one thousand rupees. (2) Notwithstanding sub-clause (1), no fee shall be payable if the renewal is for the continuation of an existing star rating plan or endorsement label, as the case may be. **9. Label Fee.-**(1) For each mandatory appliance, the permittee shall pay to the Bureau, a label fee as per Schedule A as amended from time to time. (2) For every voluntary appliance, the permittee shall pay to the Bureau, a label fee as per Schedule B as amended from time to time. (3) The label fee specified under sub-regulation (1) and (2) above shall be paid quarterly within fifteen (15) days from the date of closure of each quarter of the financial year. (4) The permittee shall furnish to the Bureau a statement containing details of production of labelled appliances or equipment and the accrued labelling fee due for each quarter within fifteen (15) days from the date of closure of each quarter of the financial year and conciliation of the production data which is duly certified by a Chartered Accountant shall be submitted to the Bureau within two months from the date of closure of each financial year. Provided that on failure to pay the label fee within the period specified under Regulation 7, the Bureau may recover the amount due with interest thereon at ten percent per annum from the label security deposit made under Regulation 4 and if complete labelling fees are not recovered within one year of the last date of submission, the Bureau may cancel all labels granted to the permittee and publish the name of the permittee in the newspapers as a defaulter. **10. Refund of label security deposit.-**(1) Subject to the provisions of sub-regulation (4) of Regulation 7, a permittee shall be entitled to a refund of the label security deposit, on ceasing to manufacture the mandatory or voluntary appliance, as the case may be. (2) The Bureau shall refund the security deposit to the Permittee within a period of thirty (30) days from the date the Permittee provides written intimation to the Bureau that it has permanently ceased to manufacture the mandatory or voluntary appliance, provided that the intimation is complete in all respects. **11. Mode of Payment.-** All payments shall be made through acceptable electronic payment mode.
