L.-33004/99 The Gazette of India CG-DL-E-15042025-262450 EXTRAORDINARY PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY No. 186] NEW DELHI, FRIDAY, APRIL 11, 2025/CHAITRA 21, 1947 MINISTRY OF COMMERCE AND INDUSTRY (Department for Promotion of industry and Internal Trade) NOTIFICATION New Delhi, the 11 April, 2025 G.S.R. 225(E).— WHEREAS the draft of certain rules further to amend the Gas Cylinder Rules, 2016 was published in the Gazette of India, Extraordinary, Part II, Section 3, sub-section (i), dated the 5th March, 2024, vide number G.S.R. 157 (E), inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of a period of thirty days from the date on which the copies of the Official Gazette containing the said notification were made available to the public; AND WHEREAS the copies of the said Gazette were made available to the public on 5th March, 2024; AND WHEREAS objections and suggestions received from the public on the said draft rules were considered; NOW, THEREFORE, in exercise of the powers conferred by sections 5 and 7 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby makes the following rules further to amend the Gas Cylinder Rules, 2016, namely:- 1. (1) These rules may be called the Gas Cylinders (Amendment) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In rule 2 of the Gas Cylinders Rules, 2016 (hereinafter referred to as said rules), - (a.) after clause (ii), the following clauses shall be inserted, namely:- '(iia) "bar code" means a machine readable graphical picture having alphabet, character, number embedded in it and includes radio frequency identification or quick response code; (iib) "bulk hydrogen compressed gas system" means a gaseous hydrogen system with a storage capacity exceeding five thousand standard cubic feet of compressed hydrogen gas and includes bulk storage source such as mobile or static cascade, tube trailer, tube bank, high pressure storage vessel, that serves the piping system to transport hydrogen to the end user, transfer piping, manifold system (including filling and decanting post), buffer pressure vessel, compression system having booster or online compressor, hydrogen generation system such as electrolyser, and other associated components; (iic) "bulk hydrogen supply system" means a hydrogen supply system designed, constructed, operated and maintained in accordance with provisions of CGA H-5 code; (b.) after clause (viii), the following clauses shall be inserted, namely:- '(viiia) "compressed hydrogen gas" means hydrogen gas including green hydrogen consisting predominantly of hydrogen in gaseous form compressed for use as automotive fuel conforming to specification IS 16061 or ISO: 14687; (viiib) "compressed hydrogen gas dispensing station" means a gaseous hydrogen dispensing station designed, constructed, operated and maintained in accordance with the specification NFPA-2 and ISO 19880- Part 1, Part 3, Part 5 and Part 8, to dispense hydrogen gas as an automotive fuel in to the on-board gas cylinders fitted to vehicles and includes hydrogen pipeline from hydrogen generation unit, hydrogen buffer vessel, hydrogen compressor, gas cylinder cascade, chilling unit, hydrogen dispenser, control panel, emergency shutdown device and other related infrastructure;'; (c.) after clause (x), the following clauses shall be inserted, namely:- '(xa) "compressed hydrogen gas daughter booster station" means compressed hydrogen gas facilities not connected to hydrogen gas pipeline and such compressed hydrogen gas dispensing stations where mobile or stationary cascades are connected to the booster compressor for increase in discharge pressure for refueling of the vehicles; (xb) "compressed hydrogen gas daughter station" means compressed hydrogen gas facilities not connected to hydrogen gas pipeline and receives compressed hydrogen gas through mobile cascade; (xc) "compressed hydrogen gas mother station" means compressed hydrogen gas facilities connected with hydrogen gas pipeline, onsite generation of hydrogen through electrolyser or reformer and having a compressor to fill mobile cascade of daughter station and includes stationery cascade for compressed hydrogen gas dispensing to vehicles; (xd) "compressed hydrogen gas online station" means compressed hydrogen gas facilities connected with hydrogen gas pipeline, onsite generation of hydrogen through electrolyser or reformer and having a compressor to fill stationary cascades for dispensing compressed hydrogen gas to vehicles'; (d) in clause (xvi), after the word "insulated", the words "or super insulated" shall be inserted; (e) after clause (xxii), the following clause shall be inserted, namely:- '(xxiia) "electrolyser" means an equipment used to generate hydrogen, designed, constructed, operated and maintained as per specifications of IS 16509 or ISO 22734;'; (f.) after clause (xxv), the following shall be inserted, namely:- '(xxva) "fitting" means valve, safety relief device or safety fittings that are fitted on the cylinder or container to prevent abnormal functioning of the cylinder or container and manufactured as per National or International code or specification and accepted by the Chief Controller'; (g.) for clause (xxviii), the following clause shall be substituted, namely:- '(xxviii) "gas cylinder" or "cylinder" means any closed metal container having a volume exceeding five hundred mililitre but not exceeding one thousand liters intended for the storage and transport of compressed gas, including any liquefied petroleum gas container or compressed natural gas cylinder or compressed hydrogen gas cylinder fitted to a motor vehicle as its fuel tank but not including any other such container fitted to a special transport or undercarriage and includes a composite cylinder and cryogenic container, the water capacity of which may exceed one thousand liters up to three thousand liters provided the diameter of such cylinder does not exceed sixty centimetres: Provided that the diameter of cylinders used for filling and storage of compressed hydrogen gas may exceed sixty centimetres but shall not exceed eighty centimetres;'; h. for clause (xxix), the following clause shall be substituted, namely:- '(xxix) "gas cylinder cascade" means a battery of cylinder connected with each other, a tube trailer, multiple element gas containers and bundle of cylinders, conforming to the specifications BS EN-13769 or BS EN- 13807 or ISO-10961 or BS-EN 17339 code and fitted with a quick shut off isolation valve in an easily accessible and clearly marked position which may be mounted on the trolley or chassis of a vehicle: Provided that, cascade enclosed in an enclosure, shall have sufficient perforations of adequate size on the side walls and on roof of the enclosure;'; (i) after clause (xxix), the following clause shall be inserted, namely:- '(xxixa) “green hydrogen" means hydrogen produced using renewable energy, including production through electrolysis or conversion of biomass and having well-to-gate emission that is to say water treatment, electrolysis, gas purification, drying and compression of hydrogen of not more than 2 kg CO2 equivalent per Kg H2;'; (j) after clause (xxxi), the following clauses shall be inserted, namely:- '(xxxia) "hydrogen generation system" means a packaged, factory assembled or site constructed hydrogen gas generation system that uses electro- chemical reactions to electrolyze water to produce hydrogen and oxygen gas; or a reformer that converts hydrocarbon fuel to a hydrogen rich stream; or a gasifier that converts coal to a hydrogen rich stream of composition and conditions suitable for a type of device using the hydrogen but does not include hydrogen generated as a byproduct of a waste treatment process; (xxxib) "hydrogen storage system" means part of a closed system used for retaining hydrogen in gaseous or liquid form upstream of the source valve and includes cylinder or gas cylinder cascade;'; (k.) after clause (xli), the following clause shall be inserted, namely:- '(xlia) "non bulk hydrogen compressed gas system" means gaseous hydrogen filled in cylinder either individual or interconnected by manifold or piping system and having aggregate volume not exceeding 5000 standard cubic feet at normal temperature and pressure;'. 3. In rule 4 of the said rules,- (i) in sub-rule (1), after item (i), the following item shall be inserted, namely:- "(ia) in respect of compressed hydrogen gas cylinder or compressed hydrogen gas on-board cylinder, CGA S- 1.1, CGA S-1.2, CGA S-1.3, R-134 and other code or standard or specification mentioned in Schedule-I;"; (ii) for sub rule (2), the following sub-rule shall be substituted, namely:- "(2) Valves fitted to carbon dioxide cylinder shall conform to the relevant codes accepted by the Chief Controller and the body of the valve shall be provided with a bursting disc type safety relief device having bursting pressure of the disc not exceeding the test pressure of the cylinder for which the device is intended and shall be more than the developed pressure of the gas at 65 °C and the actual burst pressure of the disc shall not be in excess of its rated burst pressure and not less than 90% of its rated burst pressure.". 4. In rule 5 of the said rules, after sub rule (1), the following sub-rule shall be inserted, namely:- "(1A) The cylinders for compressed hydrogen gas or hydrogen, if fitted with safety relief devices or pressure relief devices in their bodies or valves, shall have such safety devices manufactured and maintained in accordance with IS: 5903, CGA S-1.1, CGA S-1.2, CGA S-1.3, UN R-134 code or any other code or standard or specification as mentioned in Schedule-I.". 5. In rule 6 of the said rules,- (i) in sub-rule (2),- (a.) in clause (a), in item (ix), after the words "on-board cylinders" the words “liquefied natural gas, compressed bio gas, compressed hydrogen gas" shall be inserted; (b.) for clause (c), the following clause shall be substituted, namely:- "(c)(i) All the cylinders and cryogenic containers used for filling of compressed gases and liquids shall have permanent and tamper proof marking in form of bar code at conspicuous place on cylinders and containers: Provided that the cylinders manufactured before the date of the commencement of the Gas Cylinders (Amendment) Rules, 2025 shall comply with the provision of this clause within a period of three hundred sixty five days from the date of such commencement. (ii) after sub-rule (2), the following sub-rules shall be inserted namely: - (3) any person manufacturing or importing or exporting or filling or possessing gas cylinder, when called upon by a notice in writing, by inspecting authority to submit details of the bar code, which in the opinion of the inspecting authority, are necessary for the safety, shall submit the details of bar code in physical and digital format within reasonable time but less than forty-eight hours from the time of receipt of the notice. (4) Every auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas shall be dispensed only into those cylinders of the motor vehicles, which are approved by the Chief Controller and shall comply with provisions of these rules and have passed the periodic tests conducted by a testing station recognised by the Chief Controller. (5) The bar code on the cylinder shall be duly scanned before fillings of auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas in it and bar code which fails to be read or the cylinder which do not have valid bar code shall not be filled with auto- liquefied petroleum gas, liquefied natural gas, compressed bio gas, compressed hydrogen gas and compressed natural gas in it'. 6. In rule 19 of the said rules, in sub rule (3), after the word "hydrogen", the words "compressed hydrogen gas" shall be inserted. 7. For rule 22 of the said rules, the following rule shall be substituted, namely:- "22. Electrical installation.- (1) All electrical components such as meter, distribution board, junction box, switches, fuses, terminals, plugs, sockets, electric fittings, fixed lamps, portable hand lamps, motors, etc., in a premises used for filling and storage of flammable gas in cylinder shall be in accordance with IEC or IS/IEC 60079 series standards and any other standards approved by the Chief Controller and shall be effectively earthed. (2) The electrical components of compressor and dispenser installed in the compressed natural gas dispensing station shall conform to the standards, codes and specifications accepted by the Chief Controller. (3) The electrical components of bulk hydrogen compressed gas system or non bulk hydrogen compressed gas system, hydrogen generation system, compressor and dispenser shall be of the standards, codes and specifications accepted by the Chief Controller. (4) The electrical components shall be equi-potentially bonded and grounded to prevent build up of electro static charge and electrical continuity shall be ensured in the premises used for filling and storage of flammable gas in cylinder, compressed natural gas dispensing station and hydrogen generation, storage, compression, transfer and dispensing system.". 8. In rule 27 of the said rules, after clause (v), the following clause shall be inserted, namely:- "(vi) in case of cascade fitted with cylinders, a tamper proof identification plate at conspicuous location on the frame of the case containing the following information, namely: - (a.) name of the manufacturer of cascades; (b.) date of manufacture and expiry date of cylinders in the cascade; (c.) serial number and model number of the cascades; (d.) serial number and installation sequence of cylinders; (e.) calibration record of temperature gauges, pressure transducer, etc.; (f.) record of periodic retesting of cylinders, safety relief valves fitted in pipeline or tube manifold network inter-connecting pipeline or tubing of cascade and inspection of frame of cascade by non destructive testing methods.". 9. In rule 35 of the said rules, in sub-rule (1), the following proviso shall be inserted, namely:- "Provided that compressed bio gas cylinder, compressed natural gas cylinder and onboard Hydrogen cylinder shall also be subjected to hydrostatic test or hydrostatic stretch test as the case may be and other tests set forth in Schedule IV every three years.". 10. In rule 36 of the said rules, in sub rule (1), - (a.) for the words and figures "specified in IS : 8198," the following shall be substituted, namely: Provided that composite cylinders which fail to pass periodic examination test or have completed their service life shall be condemned as per the provisions of specification ISO 11623 and shall be crushed by mechanical means and cut into two or more irregular pieces."; (b.) in the Explanation, for the word "codes", the following shall be substituted namely:- "codes and the service life of on board compressed hydrogen gas cylinder shall be fifteen years and the service life of compressed hydrogen gas cylinders fitted in a cascade shall be twenty years.". 11. In rule 47 of the said rules, in sub-rule (1), after Clause (b), the following proviso shall be inserted, namely:- Provided that in respect of licence for compressed hydrogen gas dispensing station following additional documents shall be submitted, namely:- (a.) an overall layout of surround area lying within five hundred meters from edge of the facilities which are proposed to be licensed along with hazard and operability study and comprehensive risk assessment report prepared by recognised agency; (b.) detailed layout drawing incorporating with the following details, - (i) sectional elevation views of all facilities including hydrogen generation system, storage system, vessels, all valves and fittings, filling and discharge pumps and fire-fighting facilities; (ii) depicting orientation of different facilities, capacity, materials of construction, of all facilities forming part of the premises proposed to be licensed; (c.) emergency response plan as per ISO 14001 prepared by any agency authorised by the central government in this regard. (d.) piping and instrumentation diagram for the vessels, equipments and system proposed to be installed; (e.) safety interlocks system inter-connected with hydrogen leak detection system; and (f.) any other document as may be required by the Chief Controller or Controller."; 12. After rule 47 of the said rules, the following rules shall be inserted, namely:- "47A. Manner of payment of fees. All fees under these rules shall be paid online and credited to the consolidated fund of India. 47B. Manner of submission of documents.- All the documents required for any license under these rules shall be submitted online. Provided that if the Chief Controller or Controller is of the opinion that physical submission of any of the document is necessary to verify that all or any of the provision of these rules are being complied he may require such documents to be submitted physically." 13. In rule 48 of the said rules,- (a.) in sub rule (2), after the words "CNG dispensing station", the words "and in FORM 'H' for CHG dispensing station" shall be inserted; (b.) after sub rule (6), the following sub-rules shall be inserted, namely:- "(7) The no objection certificate under this rule shall be issued online. (8) A copy of site plan endorsed by the district authority shall be uploaded online by the applicant along with other documents for grant of or amendment in license as the case may be.". 14. In rule 49 of the said rules, in sub rule (3), after clause (xiv), the following proviso shall be inserted, namely:- "Provided that in respect of grant of approval other than the documents mentioned under this sub-rule, for composite cylinder testing station, a training certificate showing list of persons having qualifications and certification issued by a composite cylinder manufacturer or training institute recognised by the Chief Controller for safe handling, testing, maintenance and operation of composite cylinder conforming to specification ISO 11623 is also submitted to the licensing authority.". 15. In rule 50 of the said rules, in sub rule (4), for the word and letter "or G", the words and letters “G or H" shall be substituted. 16. In rule 51 of the said rules, in sub rule (2) for the word and letter "or G", the letter and word "G or H" shall be substituted. 17. In rule 54 of the said rules, in sub rules (3) and (4), for the word and letter “or G”, the letter and word "G or H" shall be substituted. 18. In rule 55 of the said rules, - (a.) in sub rule (2), for the word and letter "and G", the letter and word “G or H" shall be substituted;. (b.) in sub rule (9), item (iii), after the word "certificate" the words "for quality management system" shall be inserted. 19. In Schedule III of the said rules,- (a.) For serial number 1 and entries relating thereto the following serial number and entries shall be substituted namely:- "1. Applicant's name and correspondence address, telephone / mobile numbers and email addresses and full address of the manufacturing premises."; (b.) in serial number 12, after item (ii) and entries relating thereto, the following items shall be inserted, namely:- "(iii) List of relevant raw materials along with specification for chemical, mechanical and physical properties; (iv) Design documents as specified in respective codes or standards used for the manufacture of cylinder or container or valve or fitting;" 20. For Schedule IV of the said rules, and entries relating thereto, the following shall be substituted, namely:- SCHEDULE IV [See rule 35] A.- FACILITIES REQUIRED FOR CYLINDER TESTING STATIONS 1.(i)(a) Cylinder degassing and valve opening platform of size minimum 3x3 metres having arrangement of water and cold flaring. Industrial type fencing of 2.0 metres height shall be provided all around the cylinder degassing and valve opening platform at a distance of minimum 15 metres for Compressed Natural Gas or Hydrogen or any other flammable gas except Liquified Petroleum Gas. (b) Cylinder degassing and valve opening platform for Liquified Petroleum Gas shall observe minimum 30.0 metres clearance all around. Maximum 1.2 metres wide entry gate to ensure that truck loaded with the cylinders shall not go inside the degassing area. (c) Cemented pathway of 1.2 metres width approaching up to the cylinder degassing and valve opening platform shall be provided for easy and safe movement of the cylinders. (d) Maximum five cylinders shall be degassed at a time. (e) The cold flaring shall be done through a vent stack of height not less than 6.0 Meters. (2) Composite cylinder degassing and valve opening platform shall be of minimum 3x3 meter in size surrounded by industrial type fencing of two meters high- located at a minimum fifteen meters clear safety distance from the cylinder degassing and valve opening platform for compressed natural gas or Hydrogen or compressed hydrogen gas or green hydrogen or any other flammable gas except liquefied petroleum gas and the cylinder degassing platform shall be with arrangement of adequate water and cold flaring arrangement. (3) (a) Composite cylinder degassing and valve opening platform for liquefied petroleum gas shall observe minimum thirty meters clearance all around segregated by 2 metres high industrial fencing. (b) The entry gate shall not be more than 1.2 meter wide to refrain entry of trucks loaded with cylinders from the degassing area. (c) A cemented pathway of 1.2 meter width shall be provided up to degassing and valve opening platform for easy and safe movement of the cylinders. (d) Composite cylinders shall not be rolled on the ground. (4) (a) Movement of cylinders to the degassing platform shall be in a trolley or non sparking conveyor chain or belt having the driving unit outside the fifteen meters or thirty meters safety distance clearance as applicable, to prevent any external damage during handling. (b) Maximum five cylinders shall be degassed at a time. The cold flaring shall be done through a vent stack of height not less than six meters. (5) For hydrogen cylinders, the manifold piping and vent stack shall be purged with nitrogen gas while venting. 2. Management.- (1) General requirement. - (a) The personnel, equipments, inspection procedures, recording organisation shall be adequate and the test station will be operated with safe operating conditions. (b) The procedures and testing shall ensure that cylinders, which fail to meet the requirements and intent of these rules, are not returned into normal service. (c) All personnel shall fully recognise their individual responsibilities and that the minimum inspectional requirement shall not be lowered for any reason whatsoever. (2) Additional requirements- for Composite Cylinder Testing Station shall be as follows: (a) Any Indian manufacturer or foreign manufacturer of composite cylinders approved by the Chief Controller shall create re-testing facilities in India. (b) The organisation shall meet with all the requirements specified under these rules in respect of organisation structure, qualifications, experience, skilled and trained manpower, infrastructure and testing facilities. (c) The organisation shall be familiar with all the Indian and international standards applicable for the design, inspection, and testing of the composite cylinders, both for low pressure liquefiable gases and permanent gases. (d) The organisation shall have the experience of at least ten years in the field of testing of gas cylinders having at least two years experience in manufacturing or testing of composite cylinders. 3. Personnel, qualifications and his responsibility.- The numbers of personnel employed shall, be related to the quantum of work and the area of responsibility shall be divided into three functions as following namely: - (1) Manager -The manager responsible for the working of the test station shall be qualified; his qualifications shall include training on the dangers associated with gas cylinders or composite gas cylinders, purpose of inspection, test methods for gas cylinders or composite gas cylinders, equipment, test requirements, and recording of test results, and he shall have at least two years experience in manufacturing and testing of composite cylinders and appropriate technical qualification degree in Mechanical or Chemical Engineering and be trained in the safe handling and inspection of composite gas cylinders by the Petroleum and Explosives Safety Organization approved composite cylinder manufacturer or a reputed training institute providing such training and he shall also be conversant with the codes, specifications or regulations applying to the cylinders for which the test station is approved. (2) Supervisor.— (a) The Supervisor shall possess the following qualifications, namely:- (i) have at least two years' experience in the examination of gas cylinder; (ii) be at least 21 years of age; (iii) be conversant with rules, codes, specifications or regulations applying to the cylinders for which the test station is approved. (iv) shall possess diploma in engineering or graduation in science and; (v) must be trained in the safe handling and inspection of composite gas cylinders from an institute approved by a Petroleum and Explosives Safety Organization, or from approved composite cylinder manufacturer approved by it. (3) Operator. —Personnel conducting inspections and tests shall have qualifications and experience suitable for the work on which they are engaged. They shall be trained to understand the dangers associated with gas cylinders and the purpose and method of inspection. 4. Equipment.- (1) Type of equipment. --The test station shall have adequate equipment to carry out identification, cleaning, inspection, testing and painting of cylinder as required under these rules and shall contain, the following, namely :- (i) one set of these rules, codes, specifications or regulations applying to the gas cylinders, which the test station is authorised to test.; (ii) hydrostatic test apparatus comprising pressurising equipment, pressure gauge and volumetric measuring equipment in accordance with IS:5844 or ISO 11623 or ISO 19078 - hydrostatic stretch testing of compressed gas cylinders and the apparatus shall be equipped with at least two fifteen centimetre diameter (minimum) working pressure gauges one being used as test gauge and other as master gauge and cryogenic container shall be tested pneumatically at 1.1 times of the design pressure or as per the code accepted by the Chief Controller. (iii) non-destructive testing facilities like ultrasonic flaw detection with gauging measurement, acoustic emission techniques, etc. for detection of stress corrosion cracks or fatigue cracks developed during the service; (iv) dead-weight pressure gauge tester of appropriate pressure range or a master pressure gauge of fifteen centimetre minimum diameter covering the appropriate pressure range; (v) boroscope, extra-low voltage lamps to permit adequate internal viewing of cylinder and other lamp necessary for close examination of external surfaces. Industrial endoscope with digital recording capabilities shall only be used for the composite cylinders; (vi) straight edge, template, torque wrench for valve removal and refitment miscellaneous tool and gauges for measurement; (vii) weighing equipment, where applicable; (viii) one set of standard test weight for the weighing machine, stamped by the relevant statutory authority; (ix) adequate cylinder handling equipment. In case of composite cylinders appropriate cylinder holding and gripping vice with cushioning to prevent crushing load and damage to the composite cylinder during de valving and valving operations, rotation of cylinder to remove water / oil etc; (x) adequate cylinder draining equipment; (xi) facilities for internal drying cylinders. If hot air/inert gas is used, the temperature shall not exceed 65 °C; (xii) marking and stamping equipment or equipment for labeling and metal ring for identification; (xiii) facilities for capturing photograph of the cylinder identification details; (xiv) hardness testing tools; (xv) painting booth fitted with exhaust fan of suitable capacity and draft driven by flameproof motor; (xvi) equipment for leak testing at the working pressure consisting of compressed air or inert gas source, water bath with suitable safety cage or mass spectrometer and equipment for safe handling of cylinders; (xvii) water quality checking equipment – to ensure water used is non-corrosive for metallic liners; (xviii) gauges and fixtures for inspection of cylinder valve threads and valves. Valve fitment shall be at the torque specified by the manufacturer of the cylinder; (xix) cylinders shall be clearly permanently marked or labeled with the present test date, next due date, identification mark of the test station and test station approval reference. The testing facility shall be equipped with barcode or quick response code or radio frequency identification reading facility. (2) Accuracy. The accuracy of equipment shall be as follows: - (i) hydrostatic test apparatus in accordance with IS: 5844 (as amended from time to time). Volumetric equipment shall be capable of measuring a permanent change in volume of the cylinder under test of the order of 1/20,000 of its total capacity. In case of composite cylinders Hydrostatic test apparatus shall be in accordance with ISO 11623 or ISO 19078; (ii) weighing equipment error not greater than +0.1 per cent; (iii) working pressure gauge error not greater than 1 per cent of the pressure; (iv) master pressure gauge error not greater than 0.25 per cent of the full-scale deflection. Working conditions. -Working conditions for the test stations shall be conducive to accurate and safe inspection and testing of gas cylinders and the test station shall comply with the following conditions, namely :- (i) it shall have good lighting to permit ready external examination of gas cylinders, preferably including natural lighting; (ii) it shall have adequate ventilation to remove residual gases from cylinders; (iii) it shall provide sufficient space to permit safe working; (iv) it shall be maintained in a clean dry condition; (v) CCTV camera shall be provided for close monitoring of the testing station with retention of minimum one year recording. 6. Quality management system. - The quality management system of a cylinder testing station for seamless steel or composite cylinder shall be got duly certified under ISO Standards from Bureau of Indian Standards or any other internationally reputed agency. B.- TESTING OF CYLINDERS 1. Condition of cylinders for test.- (1) Cylinders forwarded to the test station for testing shall have first been emptied of their contents and then labeled as 'empty' and irrespective of this label all cylinders other than cylinders at the manufacturers works shall be presumed to contain gas under pressure and the following precautions shall accordingly be observed, namely:- (a) The cylinder contents shall be released in a safe manner keeping in mind dangers associated with the nature of the gas in the cylinder. (b) Cylinders, which contain or may have been contaminated by poisonous or obnoxious substances, shall be emptied only by test stations properly equipped and experienced to handle the particular gas or substance and such cylinders shall be clearly labeled that they have been contaminated. (c) the valve shall be opened and if no gas escapes and the port is not visibly blocked, a charge of low-pressure nitrogen or other inert gas shall be blown into the valve outlet. (d) discharge of gas after removal of the nitrogen supply indicated the cylinder is empty and when no gas discharges the valves shall be treated as "obstructed". (e) where a cylinder has contained poisonous or obnoxious substances, and the valve is suspected of being obstructed, the gas shall be released within an approved appliance and the valves shall be removed in such a manner that the gas escapes without danger to the operator. (f) should the valve be obstructed the contents of the cylinder shall be released in safe manner as stated in clauses (a) and (b) of sub-rule (1) on cylinders containing combustible gases shall be carried out in the open air in the degassing area. (g) A suitable method of dealing with a valve in which the spindle cannot be removed to drill a 1/16th in (1.6 mm) diameter hole with a hand drill through the valve body to the gas passage below the spindle seating. (h) alternatively, a fine-tooth hacksaw may be used. (i) Drilling or sawing must be stopped immediately upon the first sign of escaping gas. (j) A continuous jet of water must be directed on to the cutting tools and the operator must wear personal protective equipments. (k) The composite cylinders shall be tested in accordance with ISO 11623 (Gas cylinders - Composite construction Periodic inspection and testing) or ISO 19078 (Gas cylinders - Inspection of the cylinder installation, and requalification of high pressure cylinders for the on-board storage of natural gas as a fuel for automotive vehicles) or any other code or specification approved by the Chief Controller. 2. Inspection of cylinders before carrying out hydrostatic or hydrostatic stretch test (1) Prior to carrying out hydrostatic or hydrostatic stretch test, every cylinder shall be thoroughly cleaned by steam cleaning or washing out with approved solvents and where the interior of the cylinder is affected by rust or other foreign matter it shall be cleaned by one of the following methods, namely:- (a) shot blasting, rotary wire brushing; (b) burn out treatment carried out in a furnace at a temperature not exceeding 300°C for a period of not exceeding one hour after which all free rusts and any other foreign matter shall be removed by steam cleaning or washing with approved solvents. (2) Composite cylinders external cleaning shall be only with water and light non-abrasive brushing and the composite material including any exterior coating applied for protection shall never be removed for the visual inspection. (3) Permanent attachments of the composite cylinder shall not be removed prior to inspection, provided that these attachments are part of the original design. When a transparent protective sleeve is used, it may be left in place as long as the composite wrapping can be inspected effectively without its removal and When a non-transparent protective sleeve is used that is not part of the cylinder design, it shall be removed and only refitted after this inspection and the pressure test. (4) The cylinders after cleaning shall be visually examined externally and as far as practicable internally for surface defect in accordance with the IS:5845, IS:8451, IS:13258, ISO:11623, ISO 19078 as the case may be, or any other Code approved in writing by the Chief Controller. (5) The cryogenic containers shall be pneumatically tested at test pressure 1.1 times to the design pressure 3. Hydrostatic or hydrostatic stretch test or proof pressure test. — (1) For cylinders used for permanent gases, high pressure liquefiable gases and all toxic and corrosive gases: (a)(i) the cylinders shall be subjected to hydrostatic stretch test in accordance with IS: 5844. In case of composite cylinders Hydrostatic test apparatus shall be in accordance with ISO 11623 or ISO 19078 (as applicable and amended from time to time). (ii) The test pressure applied to the cylinder shall be retained for a period of not less than 30 seconds. (b) the permanent stretch suffered by the cylinder due to application of test pressure shall not exceed 10% of the total stretch Suffered during the test. (c) any reduction in pressure noticed during the retention of 30 seconds or any leakage, visible bulge or deformation or damage to fibre should be treated as case of failure in the test. (d) leak test shall be performed for composite cylinders when indicated by the nature of the imperfections found during the external and internal inspection as per applicable standard and the following method for leak test shall be applied, namely:- Pressurise the cylinder with an inert gas to 2/3 of the test pressure. Maintain this pressure in the cylinder for not less than 2 hours. Thereafter conduct a bubble leak test for at least 10 min. The cylinder shall be visually checked for leaks using a suitable technique (e.g. with soapy water, cylinder immersion). Leakage greater than 1 bubble/min, i.e. 6 ml/h in the bubble leak test, shall constitute a failure of the cylinder. Adequate safety precautions should be taken to contain any energy that can be released. (2) For cylinders for low pressure non-corrosive liquefiable gases- (a) the cylinder shall be subjected to hydrostatic test in accordance with IS: 5844 by non-jacket method except that the volumetric changes during the test need not be measured.; (b)(i) the test pressure shall be retained for a period of not less than 30 seconds. (ii) Any reduction in pressure noticed during this retention period or any leakage, visible bulge or deformation shall be treated as case of failure in the test. (3) As soon as the test is completed, the cylinder shall be thoroughly dried internally and shall be clearly stamped on the neck and with marks and figures indicating the person by whom the test has been carried out and the date of test. Code mark of the person by whom the test has been carried out shall be registered with the Chief Controller. 4. Result of periodic examination.- Any cylinder which fails to pass periodic examination or test or which loses in its tare weight by over five per cent or which for any other defect is found to be unsafe for use and which cannot be repaired in accordance with rules 11 and 12 shall be reported to the owner of the cylinder and shall be destroyed by rendering the cylinder unusable as provided under rule 36. 5. Records of test. — (1) Complete records of cylinders examined and tested at any testing station shall be maintained giving the following particulars, namely:- (a) Name of the manufacturer and the owner of the cylinder; (b) Rotation Number or cylinder serial number; (c) The specification to which the cylinder conforms; (d) Date of original hydrostatic/hydrostatic stretch test; (e) Date of periodical Test; (f) Test reports and certificates furnished by the manufacturer, if available; (g) Test pressure; (h) Maximum working pressure; (i) Water capacity; (j) Tare weight; (k) Variation, if any, in the tare weight marked on the cylinder and actual tare weight; (1) Condition of cylinder shell; (m) Name of gas; (n) Type of valve fitted, and (o) Remarks, if any. (2) The above particulars shall form the history card or record for each cylinder and all changes from time to time shall be indicated therein. (3) The test station shall adopt procedures, which fully comply with the requirements of these rules and guidelines issued by Chief Controller. 6. Validity of cylinder testing station and hot repair or reconditioning approvals of Liquified Petroleum Gas and welded cylinders.-Approval for cylinder testing and hot repair or reconditioning of Liquified Petroleum Gas and welded cylinders shall be granted initially for a period of one year, which may be extended for a period up to ten years on production of valid ISO accreditation Certificate issued by any Nationally or Internationally accredited agency and record of test for the cylinders tested or hot repaired during the present validity and applicable fee as mentioned in Schedule V. 21. In FORM С- (1) for the words and letters "Forms 'E', 'F' & 'G" where ever they occur, the words and letters "Form E, or E and D or For G or H" shall be substituted; (2) for serial number 7 and entries relating thereto, the following shall be substituted namely:- 7. “Particulars of CNG Dispenser or CHG Dispenser, Cascade and Compressors (in case of Form “G” or “H” license as the case may be) Note: In case of application for grant or amendment of licence in FORM ‘G' or 'H' particulars of the compressor, CNG cylinder cascade or CHG cylinder cascade, CNG dispenser or CHG dispenser, etc shall also be furnished"; (3) after serial number 7, under Reading “DOCUMENTS REQUIRED TO BE SUBMITTED WITH THIS APPLICATION FOR A LICENCE FORM "E", "F" & "G"; (a) in item number (iv), after the words "Documentary evidence" the words "such as registered sale deed or registered lease or sub lease” shall be inserted; (b) in item (vi), after the words "sale or trading", the words and letters "or FORM “H”, to dispense Compressed Hydrogen Gas as an automotive fuel" shall be inserted; 23. In FORM D of the said rules, under the heading "conditions of license" after serial number 3, the following shall be inserted, namely:- "4. The importer shall ensure that every gas cylinder imported in India shall be provided with permanent and tamper proof unique identification number in form of bar code and human readable character, alphabet and number at conspicuous place on gas cylinder.” 24. CONDITIONS 1 (a) CHG Generation, filling, storage system and compressor shall be installed on a finished RCC platform at ground level, open to sky or a well-ventilated shed having a light roof with louvers with at least two sides open and following additional conditions shall also be complied along with all other requirements of the rule- (i) Dedicated flooding type fire fighting system shall be provided. (ii) Comprehensive Risk Assessment report prepared by a reputed engineering agency and its report shall be enclosed along with compliance if any. (iii) A Hazard and Operability study as per IEC 61882 shall be carried out by a recognised engineering firm and its report shall be enclosed along with close out reports. (iv) CCTV camera shall be provided for close monitoring of the station with retention of minimum fifteen days recording. (v) Minimum three emergency stop buttons shall be provided at strategic locations preferably one each in the control room, dispensing area and generation area. 1(b) The CHG licensed premises shall be a standalone premise and used only for the purpose for which it is licensed for. 2. The Compressed Hydrogen Gas generation, storage, compressor, piping, dispenser, and other fittings shall be of a design suitable for Compressed Hydrogen Gas in conformity to the Gas Cylinders Rules, 2016 and safety distances shall be maintained as per tables given below. 3. The Compressed Hydrogen Gas storage system shall be made in a well-ventilated shed having a light roof with louvers with at least two sides open. A clear distance of at least 3 meters shall be kept around the Compressed Hydrogen Gas Storage system within the shed and the same shall be demarcated either by raised platform or by kerb wall. 4. The safety concerns associated with roof over gaseous hydrogen storage systems and recommendations for the safe weather protection over gaseous hydrogen storage system shall conform to the provisions of CGA PS-46. 5. The venting system for Compressed Hydrogen Gas shall conform to the specification CGA G 5.5. 6. In the hydrogen generation, storage, compression and dispensing where ever applicable a non-return valve and quick shut off isolation valve in an easily accessible and clearly marked position shall be provided. Isolation valves shall be installed at the fill points. Piping used in the hydrogen fuelling station shall conform to the provisions of ISO 15649. Flexible hoses used for hydrogen delivery shall conform to the provisions of ISO 21012. 7. In case, the Compressed Hydrogen Gas storage system is mounted on Light Commercial Vehicle, the same shall be made totally immovable by suitable application of brakes and chokes. 8. No cylinder shall be filled with Compressed Hydrogen Gas in excess of the design working pressure. 9. Inter-distances between various equipments, bulk hydrogen compressed gas system, non bulk hydrogen compressed gas system, hydrogen generation system, hydrogen storage system, associated facilities, Minimum safety distance shall be measured from the plot boundary wall to the nearest equipment of Bulk Hydrogen system. iii. H2 Dispenser shall observe minimum 6 meters distance from the boundary wall, adjacent dispensers, electrical room, sales building or any other source of ignition. iv. Maximum pipe ID at highest pressure in system shall be considered for referring above safety distance tables (Table 1A, 1B, IC and 1D). 10. The electrical components of the dispenser for dispensing CHG, hydrogen generation system, bulk and non bulk compressed gas hydrogen system, compressor, instrumentation, control systems, etc installed in the premises shall be of a type approved by the Chief Controller. 11. The vehicle shall have approved type of CHG kit fitted in accordance with guidelines of the Ministry of Road Transport and Highways, Government of India as amended from time to time. 12. No motor vehicle shall be dispensed with CHG while the engine is running and any passenger remains in the vehicle. 13. Warning signs with the words "STOP VEHICLE", "NOSMOKING", "NO OPEN FLAME PERMITTED", "FLAMMABLE GAS", shall be displayed at dispensing station and compressor, hydrogen generation system, bulk and non bulk compressed gas hydrogen system, hydrogen storage system areas prominently. 14. No alterations or additions shall be carried out to the premises without prior approval of the licensing authority. 15. Smoking, naked lights, lamps, source of fire, mobile phones or any other implements capable of igniting flammable vapour or gas shall not be allowed inside the premises. 16. Every person managing or employed on or in connection with the licensed premises shall abstain from any act whatsoever which tends to cause fire or explosion and which is not reasonably necessary and to the best of this ability, shall prevent any other person from doing such act. 17. The operator and attendant shall be fully conversant and trained with all the facets of the dispensing activities including operations, procedures, maintenance and hazards of CHG and the risk associated with the handling of the product. 19. The emergency telephone numbers of local fire service, police and the principal marketing company, PESO Office under whose jurisdiction the premises exists and emergency instructions shall be conspicuously displayed in the licensed premises. 20. If the licensing authority calls upon the holder of a licence by a notice in writing to execute any repairs in the licensed premises which are, in the opinion of such authority, necessary for the safety of the premises, the holder of the licence shall execute the repairs within such period as may be specified in the notice. 21. Free access to the licensed premises shall be given at all reasonable time to any of the officers listed in rule 71 and every facility shall be afforded to such officer for ascertaining that the rules and the conditions of this licence are duly observed. 22. Any accident, fire, explosion or untoward incident occurred within the licensed premises shall be immediately reported to the Chief Controller, Controller under whose jurisdiction the premises exists, District Magistrate and the Officer-in-Charge of the nearest Police Station by quickest mode of communication".
