Ravi Shankar Varma Jharkhand Administrative Service , Retd., Competent Authority, Numaligarh Refinery Limited, Rajkumar Nagar, Near Sarkanda Durgamandir, House – Baba Nam Kebalam, Godda Jharkhand - 814133 .
