Previously, NH-224 (New NH-57) (Khordha - Balangir) in Odisha was entrusted to the State Government of Odisha via notification S.O.64 (E) dated 18th January, 2005, under section 5 of the National Highway Act, 1956. The fee structure includes 60% of the base rate for a 49.689 km net road section and an equivalent structure length of 3.975 km (converted from 0.3975 km of structures over 60m), and 90% of the base rate for two-lane paved shoulders of bypasses (2.976 km) costing Rs. 10 crore or more. The National Highways Authority of India (NHAI) is authorized to collect these fees at the Fee Plaza located at Km 273/000 near village Tikatala in Khordha District. Specific details include the Baghamari Bypass of NH-57 with a length of 2.976 km and a cost of Rs. 53.25 Crore. A monthly pass for non-commercial vehicles residing within 20 km of the plaza is Rs. 340.00 for 2025-26. Discounts apply for multiple journeys, and commercial vehicles registered in the district where the fee plaza falls are charged 50% of the specified rate under certain conditions. Overloaded vehicles face additional fees as per sub-rule 1A of rule 10 of the said rules. The estimated capital cost of the project is Rs. 258.02 Crore, with NHAI responsible for maintaining records of capital cost recovery. Fee rates will be calculated by NHAI based on the 2007-08 base rate, revised annually per Rule 5 of the rules, and published in English and vernacular newspapers.

The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purpose and resides within a distance of twenty kilometres from the Toll plaza is Rs.340.00 (Rupees:Three Hundred & Forty Only) for the year 2025-26 and is subject to revision every year as per the provisions of said rules. 5. Fee for commercial vehicles (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the toll collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 8. All definitions including category of mechanical vehicle, its permissible load, category of exempted vehicle, service road, alternative road etc. shall be as per definitions specified in the said rules. 9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 10. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table 1 above, the actual amount of fee to be charged from the mechanical vehicle and the discounts will be calculated by the National Highways Authority of India on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 11. The estimated capital cost of the project is 258.02 Crore .The capital cost is subject to variation as the activities of Diversion of forest land, utility shifting, tree cutting, etc. are yet to be completed.
