ANNUAL REPORT 2024-2025
F. No. CA/55/2025/Annual Report.-The Council of Architecture set up under the Architects Act,
1972, deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the
financial year ending on 31st March, 2025.
The Council of Architecture (COA) is regulatory authority for architectural institutions and professionals
in the country and maintains a Register of Architects on national basis. The Ministry of Education,
Department of Higher Education, Government of India is the nodal Ministry of the Council. The COA,
besides maintaining Register of Architects, oversees the maintenance of standards, periodically of recognized
qualifications under the Act by way of conducting inspection through Committees of Experts. Based on the
reports submitted by Experts, the COA can make representation to appropriate Governments with regard to
inadequacy of standards maintained by the institutions.
Prof. Abhay V. Purohit is the President and Ar. Gajanand Ram is Vice-President of the Council.
Shri R. K. Oberoi is the Registrar and Shri Deepak Kumar is Deputy Registrar of the Council. In order
to carry out the objectives of the Act and Regulations framed thereunder, the Council has constituted
the following Statutory Committees:
(i) The Executive Committee is constituted under Section 10 of the Act and it functions as an
Executive Authority of the Council.
(ii) Disciplinary Committee is constituted by the Central Government as per Council of Architecture
Rules framed by the Central Government. This committee investigates the complaints and holds
enquiries relating to professional misconduct of architects and makes its recommendations to
the Council for taking decision on the guilt of the Architects.
(iii) Advisory Committee (Appeals) hears the appeals of the applicants whose applications for
registration are rejected.
(iv) Sub-Committee on Foreign Qualifications examines the references received from Central
Government for recognition of foreign qualifications.
The details of the various activities undertaken by the Council from 01.04.2024 to 31.03.2025 are
enumerated below:
1. STATUTORY MEETINGS:
Meetings of the Council of Architecture:
During the year under report, the Council convened the following meetings of the Full Council:
• 82nd Meeting of the Council was held on Saturday, 20th July, 2024 at the Conference Hall,
Hotel Solar Residency, Raj Bagh, Srinagar – 190008, Jammu & Kashmir.
Following the 82nd Council Meeting on 20 July 2024, the President met representatives of the
IIA Jammu Chapter to discuss concerns over non-architects practicing architecture and the
misuse of the title "architect" in Jammu & Kashmir, and assured the Chapter that the Council
will take appropriate legal and regulatory action to address these violations and safeguard
professional standards.
• 83rd Meeting of the Council was held on Tuesday and Wednesday, 21st-22nd January, 2025
at Pride Hotel, 93, Richmond Road, Langford Gardens, Bengaluru – 560025, Karnataka.
During its meetings, the Council of Architecture discussed key issues influencing the profession,
including regulatory reforms, future directions in education, and policy initiatives. The
discussions highlighted efforts to modernize professional processes, address educational
resource gaps, and strengthen recognition frameworks. The Council also reviewed academic
reforms, supported various professional and educational events, engaged in global forums, and
considered measures to enhance governance, reaffirming its commitment to advancing
architectural education and practice in India.

2. REGISTRATION OF ARCHITECTS: The Council registers a person, as an Architect under
Section 25 of the Act, who resides or carries on the profession of Architecture in India and holds
a recognized architectural qualification. The registration application and fees can be submitted
in online as well as in offline mode. During the period under report, Council has granted
registration to 14062 qualified persons as architects. With this as on 31st March, 2025, a total
of 183963 architects has been registered as architects. The state wise details of 142748
architects who hold valid registration as on 31.03.2025, is as under:

3. RENEWAL OF REGISTRATION OF ARCHITECTS: During the period under report, the Council
renewed the registration of 20,023 architects on an annual basis, while 5,018 architects opted
for one-time renewal. In addition, 25,041 architects restored their names to the Register of
Architects upon payment of the requisite fees.
4. ISSUANCE OF NEW CERTIFICATE OF REGISTRATION AND IDENTITY CARDS TO
ARCHITECTS HAVING VALID REGISTRATION: During the year under report, the Council issued
new Certificates of Registration and Identity Cards free of cost to fresh registrants as well as to
architects who surrendered their existing Certificates.
1. Existing Registered Architects : 10602
2. New Registered Architects : 14062
As on 31.03.2025, the Council has issued new Certificates of Registration and Identity cards free
of cost to 80601 architects.
5. COUNCIL INTRODUCES DIGITAL REGISTRATION CERTIFICATES FOR ARCHITECTS : The
Council of Architecture (CoA) has announced the rollout of Digital Certificates of Registration and
ID Cards for registered architects across India. This initiative replaces traditional physical
certificates with a secure, technology-driven format that can be accessed anytime through the CoA
portal. The move aims to enhance convenience, efficiency, and sustainability by reducing
dependence on physical documents. Registered architects can now easily download and verify
their certificates online, reflecting the Council's commitment to modernization and digital
transformation.
6. ARCHITECTS' IDENTITY CARDS NOW AVAILABLE ON DIGILOCKER: During the reporting
year the Council enabled digital access to Architects' Identity Cards via DigiLocker, providing a
secure, paperless and easily accessible option for registered architects. Architects may view and
download their identity cards by logging into their DigiLocker account, searching for Council of
Architecture, and retrieving the document. This initiative streamlines verification, enhances
document security, and promotes eco-friendly record keeping-benefiting architects and
stakeholders alike.
7. BUDGET ESTIMATES FOR THE FINANCIAL YEAR 2024-2025: The Executive Committee of
Council in its 258th Meeting held on 28th March, 2024 approved the Budget Estimates for the
Financial Year 2024-2025 with Recurring Expenditure to the extent of Rs.2886.05 Lacs and Non-
recurring Rs.545.00 Lacs as against the income receivable to the extent of Rs.3431.16 Lacs. The
budget places strong emphasis on advancing architectural education and the profession by
supporting students, faculty, and institutions through scholarships, research grants, and academic
initiatives. It prioritizes the development of knowledge resources, including regional language
books, peer-reviewed journals, digital libraries, and training and research centres, ensuring broader
access and high-quality learning. Awards, competitions, and biennales are introduced to recognize
and encourage talent, while workshops, conferences, and digital upgrades aim to strengthen
professional capacity and global engagement. Together, these measures promote inclusivity,
academic excellence, research, and professional growth, laying the foundation for a more vibrant
and future-ready architectural community.
8. RECOGNITION OF COUNCIL OF ARCHITECTURE EMPLOYEES' CONTRIBUTORY
PROVIDENT FUND TRUST BY INCOME TAX DEPARTMENT, GOVT. OF INDIA: The Council
submitted necessary application/documents to Income Tax Department for recognition of the
Council of Architecture Employees Contributory Provident Fund Trust by the Income Tax
Department, govt. of India. The COA-CPF TRUST has been recognised by Income Tax
Department, Govt. of India vide its Letter No.CIT (E)/Provident Fund/2024-25/964 dated
03.09.2024.
9. APPEAL FILED BY THE COUNCIL AGAINST THE IMPOSITION OF SERVICE TAX ON THE
STATUTORY FEES AND CHARGES COLLECTED BY THE COUNCIL OF ARCHITECTURE
DURING THE PERIOD FROM 01.07.2012 TO 30.06.2017: The Council had filed an appeal
bearing no.ST/53090 of 2016-DB dated 15.12.2016 by depositing a sum of Rs.17,36,095/- against
demand of Rs.1,73,60,950/- as Service Tax, Education Cess & HSEC and on various services
received/rendered, besides interest and penalty u/s 75,76,77 & 78 of The Finance Act, 1994 issued
by the Principal Commissioner of Service Tax, Delhi-II. The year wise Service Tax demand is given
below:
1. Rs.29,01,463/- for the period 01.07.2012 to 31.03.2013,
2. Rs.58,41,183/- for the period 01.04.2013 to 31.03.2014 and
3. Rs.86,18,304/- for the period 01.04.2014 to 31.03.2015.
Further, Council had also filed another appeal bearing no.ST/5194/2022-CU [DB] dated 01.08.2022
by depositing a sum of Rs.19,03,860 towards the Pre-Deposit (Advance) of Service Tax Demand
i.e. 7.5% of total demand raised and mandatory Pre-Deposit u/s 83 of Finance Act, 1994. The year
wise Service Tax demand is given below:
1. Rs.69,16,284/- for the period 01-4-2015 to 31-03-2016 and
2. Rs.1,84,68,492/- for the period 01-04-2016 to 30-06-2017.
After several Hearings held before the Customs, Excise & Service Tax Appellate Tribunal, Principal
Bench, New Delhi, the appeals were allowed by the CESTAT vide its order dated 19.07.2024
against the demand of Service Tax, Education Cess & HSEC besides interest and penalty u/s
75,76,77 & 78 of the Finance Act, 1994 on various fee received by the Council during the period
from 01.07.2012 to 30.06.2017. The Hon'ble Tribunal also held that the Council is registered under
Section 12 AA of the IT Act which provides that non-profit organizations are entitled for service tax
exemption.
10. AMENDMENTS IN THE COUNCIL OF ARCHITECTURE EMPLOYEES' RECRUITMENT AND
PROMOTION REGULATIONS, 1999: The Council has submitted a proposal to the Ministry of
Education, Government of India, seeking approval for amendments to the Council of Architecture
Employees Recruitment and Promotion Regulations, 1999. The proposal aims at the creation of
additional posts in the Council to effectively meet the increased workload. The matter is presently
under active consideration of the Ministry.
11. RE-CONSTITUTION OF DISCIPLINARY COMMITTEE OF THE COUNCIL OF ARCHITECTURE
BY THE CENTRAL GOVERNMENT: The Central Government, under the provisions of the
Architects Act, 1972 and the Council of Architecture Rules, 1973, re-constituted the Disciplinary
Committee of the Council of Architecture vide notification dated 20.11.2024 through an amendment
to notification S.O. 2115(E) dated 3rd July, 2013. The members of Disciplinary Committee are as
under:
1. Ar. Naveen Kanithi, Chairman – Elected by Council of Architecture from amongst its members.
2. Ar. Pushkar Murlidhar Kanwinde, Member Representing All India Council for Technical
Education.
3. Ar. Ajay Keshav, Chief Architect, Central Public Works Department, Member – Representing
Ministries of Central Government.
12. ELECTION OF MEMBERS OF HEADS OF ARCHITECTURAL INSTITUTIONS OF THE
COUNCIL: The Ministry of Education, vide its notifications dated 01.10.2024 & 20.11.2024, notified
two vacancies of members of the Council of Architecture for Heads of Architectural Institutions in
India imparting full time instructions for recognized qualifications, to be elected for the remainder
period only, under the provisions of clause (c) of sub-section (3) of section 3 of the Architects Act,
1972.
13. ELECTION OF FIVE MEMBERS OF INDIAN INSTITUTE OF ARCHITECTS OF THE
COUNCIL:The Ministry of Education, vide its notification dated August 27, 2024, notified the
appointment of five architects elected by the Indian Institute of Architects (IIA), Mumbai, as
members of the Council of Architecture (CoA), New Delhi. The elected members from IIA are: Ar.
Kamla Kant Asthana (Northern Region – Lucknow), Ar. B. R. Mohan (Southern Region –
Bangalore), Ar. Nilesh Diliprao Chavan (Western Region – Nashik), Ar. Sanjeev Bumb (Central
Region - Indore), and Ar. Swopnadutta Mohanty (Eastern Region – Bhubaneswar).
14. NOMINATION OF MEMBERS ON THE COUNCIL OF ARCHITECTURE: During the period under
report, the Council of Architecture received nominations of following architects from various State
Governments, Union Territories, and other statutory bodies as members of the Council under the
Architects Act, 1972.
1. Ar. Lalengzuali Tialchuah Chinzah – nominated by the State Government of Mizoram
2. Ar. Kevisino Angami – nominated by the State Government of Nagaland
3. Ar. Rajiv Kumar – nominated by the Union Territory of Chandigarh
4. Ar. R. Kamala Devi – nominated by the Union Territory of Andaman & Nicobar Islands
5. Ar. K. Udaya – nominated by the State Government of Karnataka
6. Ar. N. Mayil – nominated by the Union Territory of Puducherry
7. Ar. Namita Kumari Mohapatra – nominated by the State Government of Odisha
8. Ar. Vidur Mehta – nominated by the State Government of Himachal Pradesh
9. Ar. Ajay Keshav – nominated by the Central Public Works Department
10. Ar. Binumol Tom – nominated by the All-India Council for Technical Education
11. Ar. Pushkar Murlidhar Kanwinde – nominated by the All-India Council for Technical Education
Further, following members of the Council were re-nominated members for their next term on the
Council during the above period:
1. Ar. Naveen Kanithi – re-nominated by the State Government of Andhra Pradesh for a third term.
2. Ar. Vishal Arunkumar Vyas – re-nominated by the State Government of Gujarat for a third term.
3. Dr. G. S Inda – re-nominated by the Institution of Surveyors India for a third term.
4. Ar. Nadisha V.M. – re-nominated by the State Government of Lakshadweep for a second term.
5. Ar. Ravi Kumar R. – re-nominated by the State Government of Telangana for a second term.
6. Ms. Saumya Gupta IAS – re-nominated by the Ministry of Education, Central Government for a
second term.
15. ELECTION OF MEMBERS OF THE EXECUTIVE COMMITTEE OF THE COUNCIL: The Ministry
of Education, vide its notifications dated 01.10.2024 and 30.10.2024, notified five vacancies in the
membership of the Executive Committee of the Council. Elections to fill these vacancies will be
conducted shortly by the Ministry under the provisions of the Architects Act, 1972 and the Rules
framed thereunder.
16. APPROVAL OF ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2024-
2025: The Council of Architecture during the academic session 2024-2025 accorded extension of
approval to 367 institutions (apart from 2 institutions in UAE) which are imparting recognized
architectural qualifications in the country.
During the year under the report, 5 new institutions were granted approval to impart Bachelor of
Architecture programme and 07 (09 programmes) existing institutions were granted approval for
introduction of PG programmes. The state wise number of institutions are listed below:

Further, 12 institutions were directed to close down during the academic session 2024-2025
owing to non-filling up of less than 30% seats in B.Arch. course in last three years or non-
submission of application for approval to the Council.
17. GRANT OF APPROVAL TO THREE YEAR DIPLOMA COURSE(S): During the academic
session 2024-2025, the Council has granted approval to 10 (12 programmes) new Diploma
Institutions and extension of approval to 91 Institutions for imparting 3 Year Diploma in
Architecture/Architectural Assistantship and Diploma in Interior Design. Further, the Council has
granted approval to 25 existing Degree level Architectural Institutions for introduction of 3 Year
Diploma in Architecture/Architectural Assistantship and Diploma in Interior Design and extension
of approval to 33 Institutions for imparting 3 Year Diploma in Architecture/Architectural
Assistantship and Diploma in Interior Design.
18. CONDUCT OF NATIONAL APTITUDE TEST IN ARCHITECTURE FOR ADMISSION TO FIRST
YEAR OF FIVE YEAR B.ARCH. DEGREE COURSE FOR THE ACADEMIC SESSION 2024-
2025: The Council has been conducting National Aptitude Test in Architecture (NATA) since
2006 for admission to B. Arch Course. The NATA 2024 was conducted by the Council from the
month of April 2024 to August, 2024 at national level on every Saturday and Sunday in two shifts
for the purpose of admission into 1st year of 5-year B.Arch. degree course for the academic
session 2024-2025. The Test was conducted on 36 days in 72 sessions (two shifts) at about 213
Test centres identified by the Council all over the country and select international centres. The
Test was conducted in two parts Part – A (Drawing and Composition) in offline mode and Part -
B MCQ Test in online mode. A total of Total Unique 23461 candidates registered for the NATA
2024, a total unique 19888 candidates appeared in the test. Out of the total appeared candidates,
19585 Unique candidates passed in the Test. The process for conduct of NATA 2025 has been
initiated by the Council.
19. CONDUCT OF POSTGRADUATE ENTRANCE TEST IN ARCHITECTURE FOR ADMISSION
TO FIRST YEAR POSTGRADUATE PROGRAMME BEING IMPARTED AT THE
ARCHITECTURAL INSTITUTIONS FOR THE ACADEMIC SESSION 2024-2025: The Council
conducted its First Postgraduate Entrance Test in Architecture 2024 (PGETA) examination at
National Level on July 28, 2024, and August 04, 2024, for admission to the Postgraduate
programme being imparted at the Architectural Institutions approved by the Council for the
academic session 2024-2025. A total of Total Unique 1289 candidates registered for the NATA
2024, a total unique 1151 candidates appeared in the test. The result of PGETA was published
in terms of the percentile scores for both tests and in case a candidate has appeared for two
Tests, best of the two Percentile scores obtained shall be the valid score. The Council also
announced to grant scholarships to top 50 ranked candidates who qualify PGETA 2024, taking
admission into 1st year of Post Graduate programmes.
20. COMMUNICATIONS SENT BY COUNCIL TO VARIOUS STATE GOVERNMENTS/LOCAL
AUTHORITIES AND OTHER AUTHORITIES ON VAR
