The Ministry of Commerce and Industry (Department For Promotion Of Industry And Internal Trade) issued Notification G.S.R. 615(E) in New Delhi on September 10, 2025. In exercise of powers conferred by section 39 read with clauses (a), (b), (c) and (d) of sub-section (2) and sub-section (3) of section 3 of the Boilers Act, 2025 (12 of 2025), the Central Government has made the Central Boilers Board (Nomination of Members) Rules, 2025. These rules supersede the Central Boilers Board (Nomination of Members) Rules, 2008, with the exception of things done or omitted before this supersession, and come into force on their publication date in the Official Gazette. The rules define 'Act' as the Boilers Act, 2025, 'Board' as the Central Boilers Board, 'Technical Adviser' as appointed under sub-section (1) of section 4 of the Act, and 'member' as a member of the Board. The Secretary to the Government of India in charge of the Department having administrative control of the Board shall be the ex officio Chairperson, and the Technical Adviser shall be the ex officio Member-Secretary, as per section 3(2)(a) and 3(2)(d) of the Act, respectively. Other members are nominated under Rule 5, including a senior technical officer from each State Government, and an equal number of representatives from various Ministries (Heavy Industries, Steel, Petroleum and Natural Gas, Labour and Employment, Micro, Small and Medium Enterprises, Power via Central Electricity Authority, Home Affairs via Union territories), industry associations (Confederation of Indian Industry, Federation of Indian Chamber of Commerce and Industry, The Associated Chambers of Commerce and Industry of India, Boilers Manufacturers Association, Boiler components Manufacturers Association), Bureau of Indian Standards, four members for boilers and boiler components manufacturing industry, two for National Laboratories, two for Engineering Consultancy Organisations or Inspection Agencies, four for boiler user industry, and up to five for other interests deemed necessary by the Central Government. Nominated members ordinarily hold office for three years from the notification publication date for the Board's constitution, unless otherwise directed by the Central Government, and may resign by addressing a letter to the Chairman.

Short title and commencement. – (1) These rules may be called the Central Boilers Board (Nomination of Members) Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. - In these rules, unless the context otherwise requires,- (a) "Act" means the Boilers Act, 2025 (12 of 2025); (b) "Board" means the Central Boilers Board constituted under section 3 of the Act; (c) "Technical Adviser" means the Technical Adviser appointed under sub-section (1) of section 4 of the Act; (d) "member" means a member of the Board. 3. Chairperson, ex officio. – The Secretary to the Government of India incharge of the Department of the Central Government having administrative control of the Board shall be the Chairperson, ex officio as per clause (a) of the sub-section (2) of section 3 of the Act. 4. Member-Secretary, ex officio. – The Technical Advisor shall be the Member- Secretary, ex officio as per clause (d) of the sub-section (2) of section 3 of the Act. 5. Manner of nomination of other members. (i) a senior technical officer conversant with the inspection and examination of boilers to be nominated by the Government of each State (other than Union territory) as per clause (b) of sub-section (2) of section 3 of the Act; (ii) Equal number of other members nominated in sub-rule (i) above, shall be nominated as per clause (c) of sub-section (2) of section 3 of the Act in the following manner :- (a) one member to represent Ministry of Heavy Industries to be nominated in consultation with that Ministry; (b) one member to represent Ministry of Steel to be nominated in consultation with that Ministry; (c) one member to represent Ministry of Petroleum and Natural Gas to be nominated in consultation with that Ministry; (d) one member to represent Ministry of Labour and Employment to be nominated in consultation with that that Ministry; (e) one member to represent Ministry of Micro, Small and Medium Enterprises to be nominated in consultation with that Ministry; (f) one member to represent Central Electricity Authority to be nominated in consultation with Ministry of Power; (g) one member to represent the Bureau of Indian Standards to be nominated in consultation with that Bureau; (h) one member to represent Union territories to be nominated in consultation with Ministry of Home Affairs; (i) one member from Confederation of Indian Industry or Federation of Indian Chamber of Commerce and Industry or The Associated Chambers of Commerce and Industry of India; (j) one member from Boilers Manufacturers Association; (k) one member from Boiler components Manufacturers Association; (1) four members to represent boilers and boiler components manufacturing industry; (m) two members to represent National Laboratories; (n) two members to represent Engineering Consultancy Organisations or Inspection Agencies; (o) four members to represent boiler user industry; and, (p) not more than five members to represent any other interest which, in the opinion of the Central Government, ought to be represented on the Board. 6. Term of office of nominated members. – (1) Every member nominated under rule 5 shall ordinarily hold office for a period of three years from the date of publication of the notification in the Official Gazette for constitution of the Central Boilers Board unless otherwise directed by the Central Government.
