Core Purpose

The Central Government hereby makes the Boiler Accident Inquiry Rules, 2025, in supersession of the Boiler Accident Inquiry Rules, 2021, exercising powers conferred by section 39 of the Boilers Act, 2025.

Detailed Summary

The Ministry of Commerce and Industry (Department For Promotion Of Industry And Internal Trade) issued Notification G.S.R. 616(E) on September 10, 2025, establishing the 'Boiler Accident Inquiry Rules, 2025'. These rules, effective from their publication date in the Official Gazette, supersede the Boiler Accident Inquiry Rules, 2021, and are enacted under sub-section (1) and clause (g) of sub-section (2) of section 39 of the Boilers Act, 2025 (12 of 2025). The rules define 'Act' as the Boilers Act, 2025, 'Board' as the Central Boilers Board, 'Chief Inspector', and 'Technical Adviser'. Upon receiving an accident report under section 23 of the Act, a preliminary inquiry is to be conducted in the concerned State. If an accident results in any death, the Chief Inspector of the State must promptly forward a report in 'Form A' to the Technical Adviser, and the Central Government will also conduct an inquiry. An inquiry committee, chaired by the Technical Adviser and including a Chief Inspector or Director of Boiler and a representative from boiler manufacturers/users or the Board, will conduct this inquiry. The committee must be constituted within fifteen days and the inquiry completed within forty-five days of receiving the report from the State Chief Inspector. The committee examines damaged parts, inquires into circumstances, causes of death/injury, and property damage, submitting a report to the Central Government. After acceptance, the Technical Adviser forwards the report to the State Chief Inspector for necessary actions. A boiler involved in an accident resulting in death cannot be used until the inquiry is complete; the State Chief Inspector then decides on its permissible future use. 'Form A' specifies details for the preliminary inquiry report, including accident date/place, owner, casualties, boiler specifications, condition, previous repairs, last inspection, and accident cause. This notification was signed by Dr. SANDHYA BHULLAR, Jt. Secy., under F. No. P-30015/6/2025-Boiler.
