Detailed Summary

This notification amends the Ministry of Environment, Forest and Climate Change's earlier notification S.O. 2149(E) concerning the Eco-Sensitive Zone (ESZ) around Velavadar Black Buck National Park. It substitutes paragraphs 5 and 6, focusing on the Monitoring Committee. The committee's composition is revised to include the Collector of Bhavnagar (Chairman), representatives from Gujarat Forest Department, State Pollution Control Board, State Biodiversity Board, a nominated NGO and ecology expert, Senior Town Planner, and Assistant Conservator of Forests (Member Secretary). The functions of the Monitoring Committee are defined as scrutinizing activities within the ESZ based on site-specific conditions (excluding prohibited activities), reviewing activities not listed but within ESZ, referring cases to regulatory bodies, enabling complaint filing for violations, inviting experts/stakeholders, and submitting annual action reports to the Chief Wildlife Warden. The Central Government retains the power to issue directives to the committee.
