The Ministry must obtain the Aadhaar number holder's consent for authentication, and as per sub-rule (2) of rule 3 of the said rules, authentication is voluntary. The Ministry/Department/Agency is required to inform individuals of alternate and viable identification means and cannot deny service for refusing or being unable to undergo Aadhaar authentication. Accepted alternate identification documents include Permanent Account Number (PAN), Driving License, Passport, and Electors Photo Identity Card (EPIC). This notification comes into effect from its publication date in the official Gazette (July 10, 2025) and supersedes the Ministry's Gazette Notification S.O. 2370(E) dated May 28, 2025. L.-33004/99 The Gazette of India CG-DL-E-10072025-264518 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 418] NEW DELHI, THURSDAY, JULY 10, 2025/ASHADHA 19, 1947 4547GI/2025 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 10th July, 2025 G.S.R. 461(E). - Whereas the use of Aadhaar to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its OM No. 13(2)/2020-EG- II (Vol-II) dated 6th March, 2025 to the Ministry of Road Transport and Highways (hereinafter referred to as the said Ministry), Government of India (hereinafter referred in as the said Government) for the purposes prescribed under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to an the said rules) that the said Government/Ministry may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder and notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act): And whereas, the Aadhaar authentication shall be performed for the purpose of payment of compensation deposited under Section 3H of the National Highways Act, 1956 (48 of 1956) (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and that the said Ministry shall perform the Aadhaar authentication only for the purpose of payment of compensation in regards to the acquisition of land required for the building, maintenance, management or operation of National Highways or part thereof, and deposited under section 3H of the National Highways Act, 1956 (48 of 1956). (hereinafter referred to as the use case(s)] Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Ministry hereby notifies the following, namely:- 1. (1) The Ministry, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication herein. (2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis the Ministry/Department/Agency shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:- (a) Permanent Account Number (PAN); (b) Driving License ; (c) Passport; (d) Electors Photo Identity Card (EPIC); 2 This notification shall come into effect from the date of its publication in the official Gazette and shall supersede the Ministry's Gazette Notification S.O. 2370(E) dated 28th May, 2025.
