The Ministry of Petroleum and Natural Gas, by S.O. 3007(E) dated 6th July 2023, recorded that following its earlier notification (Gazette of India No. 5947, Part-II, Section 3, Sub-section (ii) dated 30th December 2022, S.O. No. P6192(E) dated 14th December 2022) issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), declaring intention to acquire the right of user in land for laying a pipeline from Chudva to Panipat under the New Mundra-Panipat Pipeline Project by Indian Oil Corporation Limited in Tehsil Lakhan Majra, Rohtak district, Haryana, for transportation of crude oil, and after the Competent Authority submitted its report under section 6(1), the Central Government, in exercise of powers under sub-section (1) of section 6, hereby declares the right of user in the Schedule land acquired for laying the pipeline, and under sub-section (4) of section 6 directs that the right of user vest, on the date of publication of the declaration, in Indian Oil Corporation Limited rather than the Central Government, free from all encumbrances, with Indian Oil Corporation Limited exclusively liable for compensation under Section 10 of the Act and no suit or claim to lie against the Central Government; the Schedule lists numerous survey/mustil numbers and areas across the villages of Bainsi, Kharak Jatan and Lakhan Majra in Tehsil Lakhan Majra, Rohtak district, Haryana; signed by P. NOTIFICAT ION
New Delhi, the 6th July, 2023
S.O. 3007(E).—Whereas, by the notification of the Government of India i n the Ministry of Petroleum and
Natural Gas, published in the Gazette of India No. 5947, Part -II, Section -3, Sub Section(ii) dated 30th December, 2022
vide S.O. No.  P6192 (E), dated 14th  December, 2022, issued under sub -section (1) of section 3 of the Petro leum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (hereinafter referred to as the said
Act), the Central Government declared its intention to a cquire the right of user in the land specified in the Schedule
appended to that notification for the purpose of laying of Pipeline from Chudva to Panipat under New Mundra -
Panipat Pipeline Project by Indian Oil Corporation Limited in Tehsil - Lakhan Majra of Rohtak District in the State
of Haryana for transportation of Crude O il.

And whereas copies of the said Gazette notification were made available to the public, And whereas the
Competent Authority has under sub -section (1) of section 6 of the said Act, has submitted report to the Central
Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said
land is required for laying the pipeline, has decided to acquire right of user therein.
Now, therefor e, in exercise of the powers conferred by sub -section (1) of section 6 o f the said Act, the
Central Government hereby declares that the right of user in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipe line;
And further, in exercise of the powers conferred by sub -section (4 ) of section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Governmen t, vest on the date of publication of the declaration, in Indian Oil Cor poration Limited, free from
all encumbrances.
Indian Oil Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the
P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on an y matter
relating to the pipeline.
