L.-33004/99 The Gazette of India CG-DL-E-09042025-262386 EXTRAORDINARY PART II-Section 3-Sub-section (ii) PUBLISHED BY AUTHORITY No. 1651] NEW DELHI, WEDNESDAY, APRIL 9, 2025/CHAITRA 19, 1947 MINISTRY OF COAL NOTIFICATION New Delhi, the 8th April, 2025 S.O. 1682(E).— In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Central Government in the Ministry of Coal, in supersession of all previous notifications issued on this matter, hereby- (i) directs the collection of statistical data from an individual, firm, co-operative society, company or society or an association recognized or registered under any law in force, that are engaged in the coal industry including collecting information necessary for assessing the impact of activities such as coal production, distribution, coal- washing, coal processing, import, and export; (ii) appoints the Deputy Director General, Ministry of Coal, as Statistics Officer, as specified in the First Schedule, for the purpose of collection of statistical data under this notification, in accordance with the provisions set out in the Second Schedule; and (iii) delegates to the Statistics Officer, the authority to appoint agencies or persons working in such agencies or to employ on contract basis any agency or company or organisation or association of persons, within the geographical unit designated for such Statistics Officer. Subject and purpose for collection of statistical data. – The statistical data related to coal production, consumption, distribution, coal-washing, coal processing and trade (imports and exports) in India including data on coal mining operations, quality and grades of coal produced, employment patterns in the coal sector, environmental impacts and contributions of coal to the national economy. 2. Geographical area for collection of statistical data. – The collection of statistical data shall be applicable to the whole of India, including all coal and lignite producing States. 3. Method of data collection. – The statistical data will be collected through daily, monthly, quarterly, half-yearly, or annual returns in formats and methods, including oral interviews or electronic submissions, as specified by the Statistics Officer, who will notify informants individually or through electronic, social, or mass media 4. Nature of informants for data collection. –The information may be collected from the owners or operators of coal mines and coal washeries, coal companies, traders, and any person involved in the coal supply chain and coal use directly or indirectly, as the case may be. 5. Period for completion of data collection. – The time limit for furnishing information, as specified in the notice to the informant, shall generally be one day for daily returns, ten days for monthly returns, one month for quarterly or half- yearly returns, and a period specified by the Statistics Officer for annual returns. 6. Reference period. – The information shall be furnished through returns on a daily, monthly, quarterly, half-yearly, or annual basis (financial year or calendar year), as applicable. 7. Nature of information to be collected. – The information collected shall mainly relate to the volume and value of coal produced, consumed, washed, processed and traded, including data on coal grades, employment, environmental impacts, and related subjects required for the purposes mentioned in paragraph 1. 8. Language in which information is to be furnished by informants. – The informant shall furnish the information in English. 9. Obligation of informant. – The informant shall furnish information in the manner and within the time specified by the Statistics Officer, present relevant records for inspection, and respond to any questions relating to the requested information, as may be required by the Statistics Officer or a person authorised by him. 10. Nature of business records and other records which may be inspected. The business records of a unit, such as production reports, sales records, financial statements, cost sheets, payrolls or any other documents supporting the information furnished by the unit may be inspected by the Statistics Officer or a person authorised by him. 11. Manner of inspection. - The Statistics Officer or a person authorised by him may verify the information furnished by the unit based on business and other records of the unit and seek clarifications from the concerned owner or trader or a person authorised by the management of the unit.
