Essential qualification for direct recruits is a Bachelor's degree from a recognised University or institute. The method of recruitment is 60% by direct recruitment and 40% by promotion, failing which by deputation. Promotion is from Upper Division Clerk (Level-4, Rs. 25500-81100) with ten years' regular service and training, or five years' regular service via Limited Departmental Competitive Examination. Deputation criteria involve holding analogous posts or specified years of service in lower levels with required qualifications, with a maximum age of fifty-six years and a tenure ordinarily not exceeding three years. A probation period of two years applies to both promotees and direct recruits, with mandatory induction training for direct recruits. Group 'B' Departmental Promotion and Confirmation Committees are constituted, chaired by the Deputy Coal Controller or Director, Coal Controller Organisation, with three Group 'A' Officers as members. Consultation with the Union Public Service Commission is not necessary for recruitment. The rules include savings clauses for reservations and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories as per Central Government orders.

L.-33004/99 The Gazette of India CG-DL-E-08052025-262984 EXTRAORDINARY PART II-Section 3-Sub-section (i) PUBLISHED BY AUTHORITY No. 253] NEW DELHI, THURSDAY, MAY 8, 2025/VAISAKНА 18, 1947 MINISTRY OF COAL NOTIFICATION New Delhi, the 8th May, 2025 G.S.R. 296(E). — In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Coal, Coal Controller's Organisation Assistant Group 'C' Post of Recruitment Rules, 2001, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Assistant in the Coal Controller's Organisation, Ministry of Coal, namely:- 1. Short title and commencement. — (1) These rules may be called the Ministry of Coal, the Coal Controller's Organisation, Assistant (Group 'B' Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. — (1) No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special category of persons, in accordance with the orders issued by the Central Government from time to time in this regard. SCHEDULE --- SCHEDULE TABLE --- (1) Name of post: Assistant. (2) Number of post: 12*(2025) *Subject to variation dependent on workload. (3) Classification: General Central Service, Group 'B', Non-Gazetted, Ministerial. (4) Level in pay matrix: Level - 6 in the pay matrix (Rs. 35400- 112400). (5) Whether selection post or non selection post: Selection. (6) Age-limits for direct recruits: Not exceeding thirty years of age. (Relaxable for Government servants upto five years in accordance with instructions or orders issue by the Central Government). Note: The crucial date for determining the age-limit shall be as advertised by the Staff Selection Commission. (7) Educational and other qualifications required for direct recruits: Essential: Bachelors degree from a recognised University or from a recognised institute. Note 1: Qualifications are relaxable at the discretion of the Staff Selection Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note2: The qualifications regarding experience are relaxable at the discretion of the Staff Selection Commission, for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes if at any stage of selection the Staff Selection Commission, is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. (8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees: Not applicable. (9) Period of probation, if any: Two years for promotees and direct recruits. Note for direct recruit. There shall be a mandatory induction training of at least two weeks duration for successful completion of the probation as prescribed by the Central Government. (10) Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods: (i) 60% by direct recruitment; and (ii) 40% by promotion, failing which by deputation. (11) In case of recruitment by promotion or by deputation / absorption, grades from which promotion or deputation / absorption to be made: For promotion: from among Upper Division Clerk in the level-4 in the pay matrix (Rs. 25500-81100) with ten years' regular service in the grade and having successfully completed training of four weeks in the relevant areas as prescribed by the Competent Authority. Note 1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their senior shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service; and Limited Departmental Competitive Examination: Upper Division Clerk in the level-4 in the pay matrix (Rs. 25500-81100) with five years regular service in the grade. Note 2: Vacancies to be filled by the method of promotion shall be distributed in the ratio of 1:1 among clause (a) and clause (b) above. For Deputation: Officers of the Central Government or State Government or Union territory administrations, (i) holding analogous post on a regular basis in the parent cadre or department; or (ii) with six years' regular service in the grade rendered after appointment to the post on a regular basis in level - 5 in the pay matrix (Rs. 29200 - 92300) or equivalent in the parent cadre or department; or (iii) with ten years' regular service in the grade rendered after appointment to the post on a regular basis in level - 4 in the pay matrix (Rs. 25500-81100) or equivalent in the parent cadre or department; and (b) possessing the education qualifications prescribed for direct recruits under column (7). Note 1: The departmental offices in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly the deputationist shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short-term contract) including period of deputation (including short - term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not ordinarily exceed three years. Note 3: The maximum age - limit for appointment on deputation shall not be exceeding fifty-six years as on the closing date of receipt of the applications. (12) If a Departmental Promotion Committee exists, what is its composition: Group 'B' Departmental Promotion Committee (for considering promotion) consisting of:- 1. Deputy Coal Controller or Director Coal Controller Organisation - Chairperson; 2. Group 'A' Officer Indian Statistical Service Cadre of Coal Controller Organisation - Member; 3. Group 'A' Officer Coal Controller Organisation - Member; 4. Group 'A' Officer from other Central Government office - Member. If a Departmental Confirmation Committee exists, what is its composition Group 'B' Departmental Confirmation Committee (for considering confirmation) consisting of:- 1. Deputy Coal Controller or Director Coal Controller Organisation - Chairperson; 2. Group 'A' Officer Indian Statistical Service Cadre of Coal Controller Organisation - Member; 3. Group 'A' Officer Coal Controller Organisation - Member; 4. Group 'A' Officer from other Central Government office - Member.
