Detailed Summary

On 31st July, 2026, the Ministry of Road Transport and Highways issued several notifications. Notification S.O. 4246(E), under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), entrusts stretches of New NH-154A (entire NH in Punjab and Himachal Pradesh), New NH-7 (entire NH in Himachal Pradesh from Haryana/Himachal Pradesh border near Kala Amb to Himachal Pradesh/Uttarakhand border Section), and 166.00 km of New NH-5 (Shimla Bypass – Theog – Narkanda – Suru Section in Himachal Pradesh) to the National Highways Authority of India. Notification S.O. 4247(E), under section 5 of the National Highways Act, 1956 (48 of 1956), directs the Border Roads Organization under the Border Road Development Board to manage the development and maintenance of 157.00 km of New NH-5 (Suru - Powari – Chini – Up to India/Tibet border near Shipkila Section in Himachal Pradesh) and the entire New NH-505A (from its junction with NH No. 5 near Powari connecting Reckong Peo and terminating at Kalpa in Himachal Pradesh). Notification S.O. 4248(E), also under section 5 of the National Highways Act, 1956, amends S.O 1096(E), dated 4th August, 2005, issued by the erstwhile Ministry of Shipping, Road Transport and Highways. This amendment substitutes serial numbers 9 and 20 in the Schedule, assigning functions for specified stretches of various National Highways within Himachal Pradesh to the State Government of Himachal Pradesh, and similar functions for National Highways within Punjab to the State Government of Punjab. The principal notification S.O. 1096(E) was last amended by S.O. 3331(E), dated 22nd June, 2026. Notification S.O. 4249(E), under section 11 of the National Highways Authority of India Act, 1988, amends S.O. 978(E), dated 1st March, 2023, by omitting entries related to the Paonta Sahib-Himachal Pradesh/Uttarakhand border section (km. 97.000 to km 103.400) of old NH 72 / new NH 7 in Himachal Pradesh. Additionally, S.O. 4250(E), under section 11 of the National Highways Authority of India Act, 1988, rescinds S.O. 2148(E), dated 30th April, 2026, with immediate effect. Finally, S.O. 4251(E), under section 5 of the National Highways Act, 1956, rescinds S.O. 2149(E) and S.O. 2150(E), both dated 30th April, 2026, with immediate effect.
